The purpose of a site index is to provide a single page that contains links to every other page on your site. It's not completely necessary, but sometimes it makes it easier for someone to jump to a specific page without having to go through several others to get there. 

This is generally the last page that I edit, since I don't always know how many pages I'll be making when I start a website.
