Colonial Village Neighborhood Association Board Meeting

October 7, 2010

 

Dues Status report / Treasurers Report – Chip

o Deposit of $300 for 30 more membership dues

o Chip reported a total of 68 members/24 are new or returning members.

o Chip also noted that an old account has been closed. $5 transferred to the current accnt.

 

Old Business:

 South Knoxville Neighborhood and Business Coalition Report – Terry discussed the proposed R-4 zoning recommendations that the Neighborhood Advisory Council is organizing to provided to City Council.  Additionally SKNBC is working to establish an Advisory Group for Flenniken as previously discussed and is making recommendations for an impartial moderator

 South Knoxville Foundation – Chip announced that he is now on the Board.  The SKF Board has approved to help coordinate efforts with the Legacy Parks Foundation to promote a developing plan to link Ijams Nature Center to additional greenspaces and Hastie natural area.  A proposed greenway loop would consist of about 20 miles of trails.  Additional greenway projects are identified including one in Colonial Village along the Smoky Mountain Railroad bed.

 Neighborhood Sign – City cleared trees and ground cover. Chip plans to contact a neighborhood arborist to entice further volunteer work to the area.  Paula will follow-up with school art teacher to develop plans for art class participation. Permit can be pulled when sign design finalized

 School supplies from picnic delivered and acknowledged by Mr. Miller.  

 Association Goals –

o Business Directory – Paula will continue going to businesses to recruit participants.

 R-4 zoning follow-up – Neighborhood Advisory Council – addressed above

 Replace Donna as Treasurer – Donna has turned over all Treasurer documents to Chip.  Paula has identified a Treasurer candidate.  Per the By-laws the Board can replace a resigning member of the Executive Committee.

 Donation for Mr. Inman sent $100 from members to Alzheimer’s Assoc

 

New Business

 Phone call follow-ups to membership letters – Chip identified a few members who have not renewed their membership this year.  Chip will send a reminder notification to most people via e-mail and a reminder letter will be sent to those members without an e-mail address.

 KAT bus stop at Colonial Village. Lake Forest Neighborhood Association contacted Chip to see if CVNA would like to work with them to attempt to re-establish a KAT bus stop on Chapman Hwy within the Colonial Village area.  Currently several stops have been eliminated along Chapman Hwy.  The board voted unanimously to participate.  Chip will follow-up with the Lake Forest Association. Paula noted the KAT Community Advisory Committee would be helpful in this process.

 

Announcements:

 KUB will have a presentation on October 25, 5-7pm at South Doyle Middle School to present the recommendations from the Tree Trim Policy Review Panel.

 KUB will be working on the natural gas main line along Chapman Hwy from Mid-October 2010 until June 2011. The section of Chapman Hwy between Woodlawn Pike and Linford Rd. will be effected.

 A South Knoxville neighbor who lives on Sevierville Pike is offering free Daylilies to South Knoxville organizations.  After discussion the board approved placing some along the hillside below the location of the new neighborhood sign. Chip will contact the person offering the daylilies to pick some up if they are still available.

August 5, 2010

 

 

 Dues Status report / Treasurers Report – Donna

Old Business:

 South Knoxville Neighborhood and Business Coalition Report –

o SKNBC Charter approved by CVNA and 6 other neighborhood associations

o Mayoral Forum July 13th – Canceled due to nonparticipation by Tim Burchett

 Neighborhood Sign – Easement letter is being finished at no charge by Chip’s attorney.  Chip will file the letter with the register of deeds office.  Chip will contact the City regarding tree and brush removal. Paula will follow-up with the Art teacher at Mooreland Heights regarding plans for student participation in sign and landscape design. We will need to apply for permit once a design is determined.

 Association Goals –

o Business Directory – Paula explained the letter that can be taken to neighborhood businesses to encourage their participation in the directory and the association.  Paula will begin contacting Colonial Village businesses regarding the directory and the picnic in September.

 

New Business

 Possible speaker – Metropolitan Drug Commission, Tyler Pavlis - 5 minutes at next assoc. meeting.  Chip explained that the original speaker (GOOH-Get Out of Our House) had to cancel.  He offered to contact the Metro Drug Commission regarding a full presentation in combination with Tyler’s presentation about prescription drugs and teenagers.        

 Community Pride – start a Good Neighbor Award – acknowledge the positive

 Membership dues letters – Chip will have them in the mail mid August.  

 Membership Acknowledgement – Chip will follow-up with a post-card to members requesting acknowledgement of their payment.  

 Replace Donna as Treasurer/Remaining positions in place till next year?  No suggestions for replacement of Donna at this time.  Chip and Paula will follow-up with a couple of members to encourage their involvement

 Checking account and Federal ID# - The board approved for Chip to apply for a Federal ID so that the checking account could be tied to that ID rather than a personal social security number.  Chip will follow-up to see if Regions can continue our account as a free account rather than charging $5 a month as a recent letter indicated.  If they begin to charge for the account.  Chip recommended we switch banks to CBBC who still has a free account specifically for Community Organizations.

o SKNBC Charter approved by CVNA via e-mail in June.  Official representatives are Terry Caruthers and Chip Barry

 East TN Foundation Community Grant – Neighborhood Sign Awarded Grant – Chip submitted a revised budget.  The easement letter is being drawn up by an attorney.  The City is on notice to clear a couple of trees.  Permit will be filed once easement letter filed.

New Business

 Tyler Pavlis – Member of Metropolitan Drug Commission, 5 minutes at next assoc. meeting

 Community Pride – Chip suggested that we find a way to acknowledge the positive aspects of our neighborhood.  We tend to spend a lot of time talking about codes issues but don’t recognize when a neighbor has made a good effort to improve their property.  One way to to do that is to start a Good Neighbor Award.  Discussion occurred about placing a sign in a neighbor’s yard and posting their home on our website.  Winner would be awarded each month.  This will be discussed further at the next meeting.

 Membership dues letters – need to get them out this month.  Chip will follow-up with Donna about the list of current members and work with Joe about e-mailing as many as possible.

 Membership Acknowledgement (post card or e-mail when dues paid) – Post card could have a cut out area for people to have a membership card if they wish.  Terry suggested that we put a check box on the membership letter where people can choose if they want an acknowledgement card returned to them.

 Replace Donna as Treasurer/Remaining positions in place till next year? Donna Maxwell has asked to step down as Treasurer since her work schedule does not allow her to attend meetings and work and other obligations are keeping her very busy.  Assistant Treasurer was Jan Steffan who resigned last year.  Board members are asked to propose a new Treasurer at the next meeting.  If you are willing to take the position for the next year, please e-mail Chip.

 Checking account and Federal ID# -Chip noted that we can get a Federal ID on line.  A number is issued immediately and the ID number is free.  Currently the checking account is listed under Chip’s Social Security number.  We can use the Federal ID and not run into issues later when the signatory names on the checking account need to change.  All voted in favor of getting a Federal ID.

 Terry noted that our meeting signs need to be updated with the correct website address since KORnet will no longer exist.  Change to DiscoverET.  Chip will price labels.

 South Knoxville Neighborhood and Business Coalition Report –

o SKNBC Charter – being finalized and will need to be reviewed by each neighborhood association board by July.

 East TN Foundation Community Grant – Neighborhood Sign – grant awards will be given sometime in June.  Will keep you posted

 Association Goals –

o Invite Business Owners/Firemen/Police to picnic – P. Gumpman will contact the Fire department.  C Barry will contact the Police Department.  Business Owners will be invited to fall picnic

o New Homeowners – membership letters (about 50 in last 15 months).  Chip will include these in the next membership drive in July

 Codes Issues – encourage people to call 311.  Chip has been submitting various codes violations on behalf of the association.  However, the more complaints 311 gets regarding a particular address, the more likely the issues will be addressed.

 Membership Acknowledgement (post card or e-mail when dues paid) – Discussed sending a post card (cheaper postage) with a tear off membership card attached.  Will need to be discussed further at next meeting

 Possible Speakers: Chip noted that another neighborhood association said the police forensics department gave a very interesting presentation.  Carol Cook volunteered to coordinate them for July.  Donna Maxwell volunteered to coordinate a speaker for August.

 Picnic Planning – We have this down to a science now!

 Church of God Rummage Sale – May 15th , 8am.  Proceeds will go towards a playground.

Colonial Village Neighborhood Association Board Meeting

March 4, 2010

 Treasurers Report – Donna reported via e-mail that the balance of the account as of the end of February was $2146.26. There were no withdrawals or deposits in the past month.  

 

Old Business:

 South Knoxville Neighborhoods and Business Coalition Report  - Chip

o Flenniken Housing Facility- meeting with TYP, Southeast Housing Corporation, Volunteer Ministries and KCDC went very well.  The meeting helped to clarify some incorrect information.  The meeting was video taped and will be made available to the public.  During the meeting it was adamantly stated by the moderator that the TYP must plan to regularly have two-way communication with SKNBC and South Knoxville about the Flenniken Facility.

o School Board/County Commission Candidate Meet and Greet – April 13th at 7pm at the Vestal Community Center on Maryville Pike.  This will include School Board District 9 candidates and Commission candidates from District 9 and the two at-large seats.

 East TN Foundation Community Grant – Chip and Paula will finalize the grant application this weekend and submit it on Monday, March 8.

 Final Draft of Bylaws – Terry mentioned her e-mail regarding some grammatical items to correct.  A discussion occurred regarding the statement “The Association will be noncommercial,” while one of the Association goals in the bylaws indicates that we will promote economic development.  Chip will draft a statement to add clarity and send it to the board members for review.

 Smoky Mountain Greenway – Chip mentioned that five residents have agreed to participate in a committee to develop a plan for a neighborhood greenway: Jonathan Francis, Paula Gumpman, Joe Touchston, Michelle McGinnis, and Chip Barry. Chip also noted that there is a organization, Knox Greenways Coalition, that can assist neighborhoods in the development of a greenway.  Chip will follow up with the Coalition to see what assistance they can give us.  We know we have a couple of hurdles to overcome to see a greenway happen but know it will be beneficial for our neighborhood in many ways.

 School Board Candidates – All four candidates have confirmed their attendance at the next association meeting, March 11 to present their platform and address questions from the association.

 

New Business

 Association Goals for 09-10 based on By-Law Objectives – We brainstormed some ideas to help us focus on the goals as outlined in the by-laws:

Community Pride – establish a neighborhood sign on Chapman Hwy, organize a neighborhood clean-up day in conjunction with Keep Knoxville Beautiful, and continue to address code issues.

Economic Development – Create a directory or information source of neighborhood businesses and businesses owned by Colonial Village residents.  Invite business owners to our neighborhood picnic.  Invite neighborhood businesses to promote their services at our general meeting.  CVNA will not sanction any particular business and will not promote one business over another.

Involved Citizenship – Expand the association membership through face-to face connections with neighbors.  Invite new property owners (less than one year) to our neighborhood picnic as a casual way to introduce them to the association, Board members will actively solicit volunteers to assist with projects of the association through phone calls and face-to-face encounters.  Make better use of our list-serv and Website to help get neighbors more involved in a positive way.

Solutions to Community Issues – continue to build relationships with area police officers, firemen, and city representatives to encourage better solutions to issues.  Actively involve neighbors in addressing City code violations.  Utilize the list-serv to notify neighbors of issues affecting our residents.

 

 Neighborhood Cleanup Day– Joe and Mary Touchton announced that residents participating should meet Saturday, April 3 at 9am at the Church of God parking lot.  Supplies (trash bags, gloves, hand sanitizer) will be available.  They will coordinate for a dumpster to be available.  Keep Knoxville Beautiful has donated the supplies.

 

 Recruit new members – Chip will send membership letters to new residents of the last year.  He will also send a follow-up invitation for new residents to attend our May Picnic and to add their e-mail address to our list-serv.

February 11, 2010

 Dues Status report / Treasurers Report – Donna was not available for the meeting but Chip stated he was not aware of any expenditures since last month.

 

Old Business:

 South Knoxville Neighborhoods and Business Coalition Report

o Flenniken Advisory Board-  SKNBC is revising a letter to the Mayor requesting an advisory board and should submit it in March.  

o School Board/County Commission Candidate Meet and Greet – SKNBC is coordinating opportunities for South Knoxville residents to get to know the candidates.  Schedules and locations will be advertised.

o Chip noted that the TDOT has approved a change in the lane striping of the renovated Henley Bridge to include 5 lanes with pedestrian sidewalks and bike lanes on either side.  SKNBC was instrumental in organizing the meeting where South Knoxville residents concurred with this idea as proposed by SKNBC.  SKNBC submitted a letter to the Mayor requesting the change from 6 lanes.  City departments also pushed for the change as a result.

 East TN Foundation Community Grant – Neighborhood Sign – Chip reviewed the process for submitting the grant for a new sign.  He indicated that we need to coordinate as many neighborhood resources as possible to make the grant a success.  Chip stated that the grant is due prior to the next board meeting.  The board approved for Chip and Paula to write the grant and submit it without board review.

 

New Business

 Review By-Laws – the remainder of the By-laws were reviewed and changes noted for final approval of the board at the next meeting.  Liz Colbert is coordinating all the changes and notations for the board to review.  It was noted that we should post the changes prior to the next meeting and request membership approval pending board approval at the next meeting.

Additional Items:

John Brown stated that he felt since the Board meetings changed to one hour prior to the Association meeting, we area probably missing some spouses who would otherwise attend.  For instance, since he is already at the Board meeting at 6:00pm, his wife does not want to come by herself at 7::00pm.  Other members of the Board agreed in regard to spouses.  The Board agreed to change the Board meeting time to the first Thursday of each month at 7:00pm beginning in March.  This may also be more beneficial for Board members who work until 6:00 or 7:00pm.

Colonial Village Neighborhood Association Board Meeting

August 18, 2009

 

 Dues Status report / Treasurers Report – Donna reported that the current account balance is $2220.22.  Donna will provide a quarterly report at the October meeting.  The board reviewed the list of members who have not renewed their association dues this year.  Some members were removed as they no longer live in the neighborhood.  Three Board members volunteered to call the remaining members to remind them about membership dues.

 

Old Business:

 New VP to replace Kim Rogers – Chip stated that he spoke with Paula Gumpman who offered to be VP if Chip would stay on as President for an extra year.  The board approved this decision.  Therefore, Sect. and Tres. will be voted on in 2010 and VP will be voted on in 2011.  Paula will become President in 2011

 District 1 Candidate Forum – Chip reminded the board of the Forum at Ijams, Thurs. 7:30pm

 Traffic Calming Plan – Chip spoke to a city representative who stated the Traffic Calming plan should be installed by January 2010.  It was noted that some rumple strips had already been installed on Colonial near Butterfly Lake and near Meridian Baptist Church.

 Smoky Mtn Greenway (Charter Doyle to Gary Underwood Parks) – Chip plans to have a committee in place during the month of September.

 Oral history of Colonial Village – Terry is still putting together a committee and planning for consent from participants

New Business

 Rohm Haas Grant – grant proposals can be submitted to enhance your neighborhood.  Chip Suggested we apply related to Smokey Mtn Greenway or do something in conjunction with Mooreland Heights School

 Codes Violations: power in numbers? Chip noted that there are several properties that seem to have regular complaints.  As an association, Chip will invite Joe Hultquist, City Codes enforcement and City Services Department to come to our neighborhood to review some properties for codes violations.  Chip will e-mail a list of potential properties to the board members and ask for other suggestions.

 Board of Zoning Appeals – Variance request for 126 Stone Road.  Chip mentioned that a variance has been requested to turn the garage on this property into a permanent residence.  The owner had the property subdivided after codes discovered unpermitted electrical work being done.  The house is on one lot the garage is now on another.  The garage is less than 25 feet from the road which violates codes.  He is asking for a variance to this code.  Chip stated he presented opposition to this variance to BZA members.  He and another neighbor also spoke with the BZA office and codes.  There are multiple concerns with this property.  Terry stated she can plan to go the meeting to express opposition.

Smoky Mtn Greenway (Charter Doyle to Gary Underwood Parks) – At the Association meeting on July 9, Paula Gumpman provided Chip with several files from the last groups work on surveying neighbors regarding a possible greenway.  Chip will place a notice on the list serve for any members who would like to serve on a new committee.

 

Oral History of Colonial Village – Terry gave a brief update on the project and noted that she is still following up with people who worked on this project in the past to see what information they may have.  Joe Harrison provided Terry with CD copies of some taped interviews from a few years ago.

 

Website Manager – Joe provided Chip with a draft of a Website Manager job description to be reviewed and added to the by-laws

 

Membership Dues letters – The majority of the meeting was spent organizing, folding, and stuffing dues notices for the upcoming membership period to current members.  Letters were also generated to be sent to about 160 residents identified as possible new homeowners in the last 3 years.  Donna provided Chip with a check from the association account in amount of $76.12 to cover postage.

Colonial Village Neighborhood Association Board Meeting
June 16, 2009
  Dues Status report / Treasurers Report – Donna Maxwell reported that the checking balancee to be 1978.14.  Two new members added

New VP to replace Kim Rogers – Chip noted that Tim Berry offered to take the place of Kimm as Vice President but he stated that due to his job he would have to miss several meetings during football and basketball seasons.  The board decided not to accept Tim’s offer as VP so that a more active member may take the position

Office of Neighborhoods – Chip noted that David Massey with the City’s Office of neighborhoods requested pictures from neighborhoods for the city’s website neighborhood association portal.  The board approved the photo taken of the neighborhood sign.  Chip will forward the photo to David.

Sign Landscaping – Chip noted that he and a neighbor had spread the mulch acquired by Sandy Ammons and planted the angel wing begonias donated.  It was recommended that a rotation of neighborhood volunteers be assigned to monitor and keep the sign area clean and clear of weeds.    Chip will bring this up at the next association meeting.

Church of God donation for Youth Camp – The full association approved the donation of 100.00 to the CChurch Youth Group mission trip.  Chip will deliver the check to Angie in the Church office tomorrow.

Smoky Mtn Greenway (Charter Doyle to Gary Underwood Parks) – Chip discussed the idea menttioned at the last association meeting of forming a group to explore the idea of the starting the first leg of the Smoky Mountain Greenway through our neighborhood.  While there was a committee formed in prior years to review this idea, there was no action taken or follow-up by the committee.  Chip will contact the Paula Gumpman to see if she has written notes and other documentation of the prior committees work.

Oral History of Colonial Village – No reporrt. Terry Caruthers was not in attendance

Website Manager – Chip asked Joe to write a brief description of his role as website manager/list-serve manager.

Membership Dues letters – we discussed the need to send notices out regarding membership dues.  Joe Harrison will send out e-mail notices to current members in July.  Joe will also create other letters for mailing.  The board agreed to stuff envelopes at the July board meeting.

March 17, 2009

 

 

  • Dues Status report / Treasurers Report – Donna

      Account Total: $2261      Members: 63

 

  • Office of Neighborhoods Small grants – The application for a grant in the amount of $1600 to provide a quarterly newsletter was submitted yesterday by Chip Barry to the East TN Foundation.  Chip will be notified if the grant is awarded.

 

  • Sign Landscaping –    Board members agreed to meet at the neighborhood sign this Saturday to work on the landscaping.  Members will be donating plant to replace some dead plants.  It was decided that any further planting should wait until fall.  Chip will contact Jan Steffen and Sandy Ammons for their input.

 

  • March 28th Trash Pick-Up (organize)- Mary reminded members of our trash pick up date and asked that everyone meet at the Church of God at 9:00am.  Mary and Joe Touchston have coordinated for the dumpster to be placed at the optimist club.

 

  • List Serve – (how many)  require membership? Chip - It was decided that both members and non-members can be added to the list-serve.  Joe Harrison stated that there are about 85 e-mail addresses in the current list-serve.

 

  • Board Minutes posted on website? Chip suggested that to provide transparency and openness of our board’s actions that we post the minutes on the website.  There were no objections

 

  • CAC home weatherization program / exterior home improvement grant -  Chip informed the group that assistance can be obtained based on income for home weatherization and home improvements.  Since there are many seniors in our neighborhood living on a fixed income, please spread the word.

 

  • Website History – Terry Caruthers noted that we should update the website history to include more information on Colonial Village.  Carol Cook mentioned that a neighbor had organized some historical information a few years back.  This item will kept on the agenda for further discussion.
