Stall Assignment Policy

 

The policy for stall assignment is straight forward. Stalls are assigned on a first come, first served basis, according to the members requested stall type, and the readiness of the member to commit to a rental agreement and rent payment. Stalls are offered to ETRC members according to this policy. No member should assume that a stall is available to them until the stall is explicitly offered to them. 

 

Stall Request List

 The purpose of the stall request list is to document, for everyone's public view, all stall requests in the order they are entered. The list should remain in publicly accessible place, so there is easy access to all members, and so all members can see the status of requests. Assignments are made based strictly on requests on the written list. It is the requesting member’s responsibility to enter their request. The list may be removed from public view and direct access at times for maintenance. At those times any member may view the current list by requesting to do so from the barn manager.

 

Assignment Order

 Stall assignments are done based on:

1st - the oldest entry; 2nd - by stall type requested; 3rd - readiness of the member to commit to paying rent for the stall.

 

If the member with the oldest matching request does not want to accept an available stall, it is offered to the member with the next oldest matching request. It is possible that members with earlier requests may pass on available stalls several times before accepting one. A member who passes on an available stall remains on the list, in the same order. Members should be aware that older requests are usually there because the requesting member has declined a stall more than once. In many cases, the next stall assignment will be to a member whose request is not the oldest on the list. If a stall is available and has been declined by a member, and it is not currently offered to any member, then a member with an earlier request may claim it.

Time Allowed to Move a Horse

 Few people can be expected to move a horse from one location to another immediately when a stall becomes available. There is a legitimate need to allow a member some time to move a horse to the barn to a vacant stall, Members are allowed seven days to complete the rental agreement. This period of time is a reasonable balance between the need for a member to get a horse moved in, and the need for ETRC to assign stalls in a timely manner.  If  the member passes or declines the stall, or fails to complete  or make arrangements to complete a rental agreement, then the stall will be offered according to the assignmment order above.

 

Financial Obligations Met 

Members with open stall requests must remain current on all financial obligations to ETRC to remain on the request list. If the member becomes financially delinquent to ETRC, their request will be removed from the stall request list. The member may enter a new request, if they choose to do so; after they become current in their financial obligations. ETRC is not obligated to re-enter the request, or to inform the member that a request hass been deleted due to financial delinquency. For the purpose of this policy, delinquency is defined as owing stall rent for any month prior to the current month.

 

Prepayment and Position on the Stall Request List

There has been expectation and perception that a member who pre-pays should get special consideration regarding their stall requests. This should not be the case, as it opens the door to ETRC “auctioning” stalls to whoever can pay the most, the soonest. To avoid this situation, stall assignments will be made without regard for stall pre-payment.

 

ETRC Membership Required

Effective April 1, 2007, requests for stalls may be entered only by ETRC members. Non-members who wish to request a stall must first become members according to the current membership policies and procedures, and then enter their request.
