Minutes of Fox Run Homeowners Association Board Meeting, July 18, 2007
Meeting began at 7 PM with Rod Langman, Mike Ryon, Nancy Wentz, Ivy Lalonde, Scott Gibson, Jack Hampson, Gordon Hughes, John Larese, and Yvonne Kidder in attendance.
1. National Night Out. Ivy provided summary of plans for this event, scheduled for August 6, 2007. Various information packets will be available, food is being provided, and visitors are expected, including Highway Patrol, Rural Metro, and Knox County Sheriffs department. Board members volunteered to help with different responsibilities.
2. Clubhouse update. Plans for clubhouse were reviewed, but because of site restrictions current options are much more limited than originally thought. Scott and Rod had met with Town of Farragut, and we must meet floodplain and stream buffer requirements. Alternative sites were discussed (e.g., sports field, parking lots, expansion of existing pool house, tennis court). It was decided that an evaluation by a civil engineering firm would be needed, and to move beyond our association with the current architect.
3. Dues and Finances. Dues are coming in, but rate is slowing down. Additional email will be sent. It was decided to invest $100,000 of operating budget in 6-month CD; Nancy will email rate options to Board before committing funds. Scott talked with Knox County Tax Office and we will be able to drop taxes on all of our undeveloped FRHA property beginning next year. This will save approximately $2000 per year.
4. Facilities and Landscape. Photoelectric timers were repaired for boulevard lights. Pro Pool replaced an underwater light on small pool. Holes in bottom of small pool will need to be repaired (requires draining) next spring. It was decided to modify Fisers old commercial sign at front of subdivision and use it for community information board. Mike met with Tracy Tarver. She wants to form an active garden/landscape group to help with FRHA projects, such as landscaping boulevard islands or around new clubhouse. He will be a Board liaison to this group. We will also get estimates on painting the boulevard lights.
5. Architectural Reviews. Scott reviewed one private pool plan and a retaining wall/landscape design.
6. Covenants. Covenant violations were discussed including trailers in driveways, retaining walls, drainage issues, landscape/erosion issues, and debris on empty lots. Rod will contact those in violation. If you know of additional violations, send to Jack or Rod, who are tracking each one.
7. Speeding issues. Concerns about speeding in our neighborhood were discussed, including possible options, such as speed humps, extra emails, requests for additional police patrols, and speed signs. There were also discussions about use of golf carts in the neighborhood. The consensus of the Board is that most of these issues are not governable by us, that they concern use of public owned roads. Residents should continue to contact Town of Farragut or local law enforcement. The Board will continue to inform the residents about the need to follow speed limits and work with Town to select possible solutions.
