Summary of 2008 Clubhouse Survey
The primary survey was conducted by emailing 317 Residents and delivering 24 printed copies to residents not on email system. There were 186 responses from email (59%) and 3 from handouts (12%), although some responses included 2 votes for those residents who own 2 lots in subdivision. All responses were verified against known email and dues lists to eliminate duplicate votes or any votes from non-residents. Lots from builders and developers were not included, as they are not members of the FRHOA. Of the responses, 108 favored building the clubhouse and 81 opposed; a 57% majority supporting the project.
A majority of the residents just indicated their vote preference, but a few submitted questions or reasons why they voted as they did. A representative sample of the responses is given below. Residents supporting a clubhouse often inquired about what additional features might be included and whether there would be a fee for using the facility. Residents opposed to the project offered a variety of reasons. Most frequently these included that the cost estimate for the project was too expensive, the proposed facility was too large, they didnt support an increase in dues, the increase in dues would affect public perception of our neighborhood as a financially sound operation, they were afraid it would lead to increased vandalism, or the commitment would hinder other improvements for our subdivision.
For:
Liability insurance? (FRHOA has already).
Utilization charges? (No decisions yet; assume there will be a security deposit at a minimum).
Mistake for a neighborhood of this caliber not to have a club house.
Let's get it going without further delay.
Is proposed square footage large enough to accommodate more than one function at the same time? (yes)
Reach out to builders in the less-costly parts of Knoxville to quote the construction? (well get multiple quotes)
Possible for some form of resident financing? (Has been considered)
Plans include a workout room? (Not at this stage)
Will it be adjacent to the pool, connecting to it? (Yes)
What will be inside the clubhouse? (Plans will be shown to neighborhood before finalizing)
Can residents of Fox Run ever reserve it for a personal event, i.e. a birthday etc...? (Yes)
Support putting up a higher fence around the pool area. (Increased security will be included)
Against:
Cost is too high (Number represents a maximum cost; goal would be lower price)
Reserve funds reduced too low. (Budget assumes a reserve of $20,000 at all times)
Project could negatively affect our financial reputation.
Clubhouse is not a top feature for resale.
Prefer to keep very low maintenance fees.
Consider turning our community into a gated community. (Cannot be done, as streets are publicly owned.)
Do not want dues increase.
Do we really need a clubhouse that large?
Clubhouse will bring additional vandalism problems.
Would like an opportunity to review the full financial model.
Who would be responsible for the oversight, scheduling, cleaning, and maintenance of a clubhouse?
More effective and reliable street lighting (Upgrades are being considered).
Sidewalks in all areas. (Unlikely this is a Town of Farragut issue).
When building the clubhouse, the budget for other projects will be (too) limited. (Budget includes $8,000 per year for other upgrades)
I cant imagine the records, equipment and supplies requiring a clubhouse room. (Records previously stored at developers office that space is no longer available).
How about an expansion of the current footprint to make the bathrooms and changing areas better? (Was considered, but not feasible due to site restrictions).
