About the new Farragut School Zone...

Dear friends and neighbors,

I need your help. On Monday, November 20, the Knox County School Administration will be presenting the school board with the proposed new school zone for Hardin Valley High School. Those of us who live west of Smith Road and West of Virtue Road are in jeopardy of being rezoned out of the Farragut Community to Hardin Valley High School. My kids are terrified that they will be taken away from their friends in 9th grade to a community in which we know no one. Like many of you, we moved to the Town of Farragut specifically for the schools and now we may be rezoned to make room for those who may move to Farragut and the Choto area in the future. We think this is wrong!!! I am asking all of you to please send an email to the school administrators today asking that the west end of Farragut remain zoned for Farragut High School so that our town remains intact, not severed by an illogical school zone. I know some of you have children who are now grown, but please think how your children would have felt if they feared they would be taken away from their friends in 9th grade, friends they'd known for 10 years or more. Some of you are within the "safe area" which will stay zoned for FHS, but you also can support keeping all of Farragut together by also sending emails. If each of you could ask a few friends and neighbors to also send emails our request may be granted. It's the squeaky wheel that gets the oil!!! Please let the school administrators know that you support the following zone for FHS:

The zone we support for FHS is:

  • The area presented as the blue zone,
  • The area north of Kingston Pike and west of Everett Road (225 students),
  • The area south of Kingston Pike and west of Virtue Road (150 students),
  • The small area north of I-40 (25 students), and
  • The area south of Boyd Station Road known as Choto (200 students).

Here are some of the many reasons we feel that the west end of Farragut should remain zoned for FHS:

  • The numbers work – this zone equates to 1,600 students, which is less than the targeted capacity number for the FHS zone.
  • Hickory Woods is 2.8 miles from FHS and 10 miles from HVHS.
  • Farragut is our home, our community, where we live, shop, attend church, and eat out.
  • It not logical to zone students from West Valley Middle School to FHS and send a small number of students who attended Farragut Middle School to another school in a different community.
  • The same buses concurrently serve Farragut Middle School and Farragut High School which in the future will require two bus routes (one to Farragut Middle School and one to Hardin Valley High School) which will increase the cost of transportation for the school system. In the area along Pellissippi there are already two buses, one to West Valley and another to Farragut High School.
  • There is a visual misconception when looking at a map that the neighborhoods west of the blue zone are closer to Hardin Valley High School than those along the Pellissippi corridor. The actual distance and travel times between this area and the area along the Pellissippi corridor are comparable, but the safety issues are not.
  • All routes to Farragut High School from the west end of Farragut are safe and well maintained.
  • If rezoned to Hardin Valley High School we would have to travel on Everett Road and Watt Road.
  • Everett Road is a two lane country road that is curvy, has steep drop offs with no guard rails and no streetlights.
  • Watt Road is home to three huge truck stops, Vulcan Materials quarry, a trucking company terminal and other trucking related facilities, and Fowler Furniture Distribution Center, all of which contribute to the great amount of tractor-trailer traffic and dump truck traffic, which our school buses and teenage drivers would have to navigate. In a 30 minute period 105 tractor-trailers and 45 dump trucks were counted during the time children would be traveling to school.
  • In the southwest portion along Pellissippi Parkway there are 1,600-plus homes approved for development in just two subdivisions, Beacon Park and Northshore Town Center. This number exceeds all of the approved development in Farragut and Choto combined, and does not include expansion in existing neighborhoods and other new subdivisions along Westland Drive. Farragut High School cannot handle this growth.

As of this evening we do not know what the proposal will look like that will be presented to the school board on Monday at 5 PM.

Several different versions were floating around last week. One had several Farragut neighborhoods zoned for Hardin Valley. Another version had the area North of Kingston Pike and West of Everett going to HVHS. For those of you in Saddle Ridge, Sedgefield, Fox Run and Orchid Grove, this proposal would be our worst case for several reasons. One, we may lose the support of the neighborhoods south of Kingston Pike.

Therefore, I am encouraging everyone to attend tomorrow's meeting. Those making comments (if we are the only area in Farragut zoned to HVHS) should focus on the safety issues of Watt Road and that our children attend FMS. Our feeling is that middle school students should stay together. They do not want to hear about the Town of Farragut being split into different zones. They really don't care. But they do care about children's safety and their education. It may effect our children's interest in school if they have to start over meeting friends in high school.

If you can't attend the meeting and have not been involved, I am hoping that you will support our group. We plan to meet at 7:00, this coming Tuesday at the Saddle Ridge clubhouse to regroup and create a new strategy based on what is proposed at Monday's meeting.

A sincere thank you to all of you who have worked hard to let the Knox County School Board know how you feel. For those who have not raised their voice, I am hoping that you can help us over the next several weeks. This will not be over until December 6th. Let us hope that the outcome is the one we desire.

Smith Road Improvements Petition...

Construction Project in Works for Smith Road

Several construction projects in works for Town, by Christopher Patton, Editor

A future construction project for Farragut may be a 1,650-foot sidewalk addition along Smith Road from Andover Boulevard to Grigsby Chapel Road.

Mayor Eddy Ford relayed the possibility of the project along with a few other to the Farragut board last month after attending a monthly meeting of the Knoxville Regional Transportation Planning Organization (TPO), which he serves as an executive board member.

The TPO board approved eight applications for Tennessee Department of Transportation enhancement grants on of which was the Farragut application for the sidewalk project. The total project is estimaed to cost about 200,000 eith federal funds allocated by the state proposed to cover 80 percent of the project.

According to Darryl Smith, Town engineer, the project would include the sidewalk addition, and curb and gutter along the north side of Smith Road. Although the width of the road is less than 21 feet in some areas, additional acquisition of right-of-way is not required for the project.

The Knoxville-Knox county Metropolitan Planning Commission's 2002 traffic count at this location provides an average daily traffic estimate of 4,110 vehicles per day," Smith wrote in the grant application. "This, coupled with the generally substandard pavement width, makes pedestrian travel along this section of Smith Road very unsafe.

"In particular this project would provide residents of Andover Place and Hickory Woods subdivisions, which together comprise over 275 homes, with save and convenient opportunity to access the primary pedestrian network which links the northern portion of Farragut to numerous activity centers in the area."

Farragut's grant application for the project was denied last year, as were meny other municipalities' applications because of the state budget shortfall.

"At least we have our name in the pot again this year and we do deeply appreciate being in that situationn," Ford said.

"Another major action by TPO executive committee was to approve the Transportation Improvement Program (TIP) for fiscal years 2004 through 2006," he added. "There were several projects that directly relate to Farragut and several other projects that are around Farragut."

The list of Farragut projects includes widening McFee Road from Boyd Station to Old Stage roads and widening Campbell Station Road to five lanes from Jamestown Boulevard to Parkside Drive. Both projects totaled together are estimated to cost more than $5.5 millon.

Pahse II of McFee Road construction is scheduled for 2004 with 80 percent of the $3.3 million project being funded federally. Construction of the Campbell Station Road improvements are not expected until 2007.

"Having this (Campbell Station Road widening) in the TIP is a mojro stem for the Town of Farragut," Ford said.

A few of the upcoming projects that surround Farragut, but are located in Knox County are installing turn lanes or a round-a-bout on all approaches to the intersection of Concord Road and Northshore Drive.

"The process is starting to what will be the next phase to the Campbell Station Road extension," Ford said.

Info from neighbors about the status of Smith Road

I went to the town planning commission meeting Thursday night. The only mention of Smith Road was in connection with a Walgreen's that they're going to build near Click Funeral Home and a house they're building on Union Road, just south of Smith Road.

The editor of the Press-Enterprise told me that Mrs. White-Randall merely presented the petition during the citizens' forum preceding the last meeting of March. He said the commission didn't appear interested since they're focused on the widening of McFee Road and the extension of South Campbell Station Road, both in Ward 2. (This was Bryan Farmer's complaint. Everything goes to Ward 2.) The reporter said the reasoning is that development just south of Ward 2 affects the traffic in Farragut.

He said if anything comes of this petition, it would likely be in May when the budget for the next fiscal year is discussed.

When is the next homeowners' meeting? We might need to ask how homeowners feel about improvements to Smith Road and if the subdivision should send a letter disavowing the implication that Mrs. White-Randall made that Hickory Woods was on-board with her request.

The project on Smith Road will involve adding a sidewalk from Grigsby Chapel west to the neighborhood west of Hickory Woods (I can't remember the name). This will provide another connection for Hickory Woods to the Greenway/Sidewalk system in Farragut. It may also include some additional roadway pavement, because the road is very narrow (and sight distance is not very good) just east of Hickory Woods. It will not include any additional lanes. It will be a very good thing for the neighborhood.

It was brought to our attention that someone by the name of Andrea White-Randall is presenting a petition that states (along with several other neighborhoods) that Hickory Woods is supportive of improvements to Smith Road?

Does anyone know who her group is and what is planned for Smith Road?

Also, by "improving" does that mean widening? Widening will not only reduce personal safety, but will make traffic increase ten-fold as Smith Road becomes an easy connector for everyone through our area to Everett Road. It's already happening and it will only get worse.

Do residents of Smith Road know what is in this plan and how it will effect their property? It seems to me that this project is moving along very quickly without much discussion and we need to know why.

There is a Planning Commission meeting TONIGHT (Thursday, April 3 2003) at 7:00pm at Farragut Town Hall. If you attend, please report back what is being decided. It's important that our neighborhood know what is being proposed before we completely endorse a stranger's ideas.

Damage to house on Rolling Creek Road...

Damage Details:

Ms. Lovelace on Rolling Creek Rd. heard a loud crashing noise Sunday morning (yesterday) and discovered that a part of her ceiling in her garage had falling down. Sheet rock and bricks had collapsed inside.

She's also noticed that she has quite a few more cracks in her driveway (some of which have risen by maybe an inch) and also in the backyard concreted areas. There may be other problem areas.

Could there have been a small earthquake tremor that could have caused this or just natural settling?

Has anyone else had this problem or did you notice something similar at your house this weekend?

Important: If you have worked with a contractor who specializes in restoration of structural damage like this, please let her/us know.

Charlotte,

Could be the result of sinkholes, which are in this area, in general, and in Hickory Woods, in particular. I'd recommend calling the Town Engineer and having them come out. I believe they have maps/surveys that show the locations of known sinkholes.

There should be information on the Internet on possible earthquakes/tremors. I'll see if I can find anything. (Just checked USGS website -- they don't show any recent earthquake activity in this area. Here's a link: http://folkworm.ceri.memphis.edu/recenteqs/)

Could the recent rain (after a dry spell), have something to do with it? Those lots look like they get drainage down from Smith Road. Again, the town could help understand what might be going on there.

Doesn't the house next to them have a cracking/settling problem? I seem to recall noticing a crack in the brickwork a few years ago when we were walking by.

Most of Knoxville is built on karst soil, which means the limestone underneath us is honey-combed. We have had some serious settling in our house that is causing cracks in the masonry between bricks. The driveway is also buckling.

A few years ago a section of Everette Road caved into a sinkhole. I guess we better make sure homeowners' insurance covers this.

Some of the older recommendations are no longer in business or don't have the same phone numbers/can't be reached. A few of our neighbors would like to use people who are highly recommended especially now that some of these sink hole and foundation problems are becoming more evident.

Spruce tree not attacked by beetles...

Dear John,

When you were over at our home the other day taking photos of the "pine bark beetle devastation," I told you that we thought the insect had also infested our weeping spruce tree. Later that day, we were able to talk to a professor at the University of Tennessee's Agriculture department to determine if the beetle had been observed moving from pines to other species of trees. He said that it did not, and that what we had was a woodpecker, probably a yellow-bellied sapsucker, enjoying himself on the behalf of our weeping spruce. He said there were no confirmed reports, to his knowledge, of the pine bark beetle infesting any other type of tree. Needless to say, that was very good news, and we feel a lot better about letting our spruce tree stand, but if anyone has seen a yellow-bellied sapsucker, I'd sure like to know. I have seen only two types of woodpeckers in our neighborhood: a common flicker, and a downy woodpecker. Would you mind to ask in your article if anyone has seen other types of woodpeckers in their yards so I can know what to be looking for? Now that I have an unobstructed view of my spruce tree, I am certainly going to be looking out for its attacker, and I will certainly report to you what it is when I am able to determine which woodpecker is doing so much damage to our beloved tree.

I would also like to convey to the readers how pleased we were with the services of Mr. Charles Sherrill (and associates) for their extremely hard and dependable services in cutting down our trees. He told us that he had worked for the Georgia Power Company in his previous occupation, and that he had been cutting down trees for 35 years. He laid these trees down with precision accuracy. We've had three different businesses cut down trees for us, and by far, his services were the most reasonably priced we have encountered.

This is a little late in coming but Theresa & I want to extend a special thanks to our neighbors, Leon & Gloria Paul, for taking the time to notify us of a problem at our home over the 4th of July Holiday weekend.

We were vacationing at Jekyll Island, GA and with Theresa's kids on a 2-week visit with their dad, we asked the Paul's to keep an eye on things.

Gloria called us the morning of 7/5 and advised us of a vehicle in our driveway that had been there all night. After her description of the car we determined it was a friend of our son Dustan. The two had decided to spend the night and celebrate the 4th in our driveway and front yard (as well as in the house).

Our sincerest apologies to any of our neighbors that were awakened by the war zone sounds so early in the morning.

After a stern message left on our answering machine and just before Gloria was going to confront the occupants, Dustan and his friend were seen by Gloria exiting the home post haste.

Needless to say, when we arrived home that Sunday, the driveway and yard did in fact look like a war zone. I can only imagine the noise made at 2 in the morning as Dustan had been working at the Watt Road Fireworks Store and was obviously armed for bear!

In any event, having someone keep an eye on the homestead when away really works, especially when that someone are neighbors such as the Paul's....again, our sincerest thanks.

LANDSCAPING!

Greetings Neighbors,

        Some of you may have noticed some recent changes to the landscape as you entered the neighborhood along Hickory Woods Drive. Let me take this opportunity to introduce myself and explain the nature of those changes. We are the Hadens at 511 Rolling Creek Road. You may be familiar with our property as the only remaining undeveloped lot in the subdivision. Some of you may have not even known there was a house on the property as it could scarcely be seen from Hickory Woods Drive through the underbrush, entangled vines, and dead trees of all sizes and varieties.

        Our lot has been an eyesore to community for quite a few years. We have had at least two requests from the Hickory Woods Neighborhood Association to clean the lot during the three years we have lived here. You may (or may not) be glad to know that we have contracted a landscaper to clean the lot. Since last Friday they have cleared most of the brush and dead debris, with no great amount of cooperation from the weather. The plans are to seed and straw the disturbed area as soon as the ground is dry enough to work properly. All of this work has come at no small personal expense, so we hope that it will be viewed not only as an investment in the equity of our property, but also as a gift that will enhance the overall impression of the neighborhood as you enter on Hickory Woods Drive.

        If we have offended any of our neighbors by clearing this lot, we sincerely apologize. We know there was at least one anonymous complaint filed with the city´s building codes and fire marshal´s office. Inspectors from those departments have visited the project and because of restrictions they have placed on using equipment near the creek bank, we hate to inform you that the clearing will not proceed to the road frontages along Hickory Woods Drive and Rolling Creek Road as originally planned. We regret this as it seriously retards the full benefit we had hoped to share with the entire neighborhood..

         It wasn´t our intent to anger someone who lives possibly several blocks form us by improving our property. If any of you have questions, comments, suggestions, etc. concerning anything we choose to do to our personal property, I encourage you to, no, I INSIST that you visit us personally and express your concerns. I have managed, by the grace of God, to live to be 53 years old and hope that I have learned to make prudent decisions in that amount of time. If you disagree with those decisions, if you think you are better at deciding what is best for my property, I invite you to, no, I INSIST that you, as a mature adult, visit me personally or reach me at any of the contacts below and discuss those decisions and/or suggest viable alternatives.

Last night, (Monday Jan. 7, 2002) at about 8:30 p.m. someone drove a vehicle through my front yard for the sole purpose of knocking down my children's snowman. The result of this thoughtless behavior is a damaged front yard, parts of which will have to be reseeded.

The purpose of this email is to ask parents to talk to their children about the consequenses of their actions and to explain to children and teenagers that pranks such as smashing mailboxes or driving through yards are not funny, cost both money and time to repair, and hurt the feelings of those affected. We live in a great neighborhood. Let's not lower it a notch it by accepting this type of behavior. Thanks for your support.

ANIMAL ALERT -- COYOTES KILLING CATS!

September 2001 bulletin
notemrkr.gif All homeowners should keep their cats and dogs close to home, if not inside. Recently, four family pet cats have been attacked, mauled, and killed, and three other pet cats are missing. These incidents have appeared on Rolling Creek and Hickory Woods Road. At first, it was believed th be large vicious dogs. However, someone has reported seeing several coyotes in our area toward Berkley Park. WARNING: These animals may attack any of your pets, and right now, they are only attacking during night hours. Be on the look out! HWHA has talked with Knox County Animal Control and they have some traps that we can use to catch them.

notemrkr.gif This morning we found our beloved cat, Bo, mauled to death (by a large dog, we had Bo examined by our vet) in our yard on 12100 Valley Brook Drive. Bo had been a neighborhood cat for longer than we have lived here. We adopted him when the Fulkersons moved from 12101 Valley Brook. They, in-turn, had adopted him from yet another neighbor.

Jake, another Valley Brook-Rolling Creek neighbor cat was also missing this morning. Jake is very old, completely deaf, has crooked hind legs, and a crooked tail. He is a very friendly black cat with a white whisker. If you find him, please give Chris Verstegen or us a call.

Please keep your samll pets in at night and alert the Knox County animal control at 215-5240 if you see any roaming dogs in the neighborhood.

Dear Neighbors,
We didn't listen to friends to put our cat Samantha, in at night, and early this AM, she was attacked and killed by a large dog(dogs). I stopped them from carrying her off. So take heed and put all small animals in @ night. I called animal control but they said to call the Humane Society @ 215-5240 because we live in the county. They open @ 8:00.

notemrkr.gif I took this picture of a caged coyote at Land Between the Lakes in Western Tennessee in October 2001. This guy was well fed and clean. I expect that most of these critters are pretty skinny and shabby in the wild. They are easily big enough to catch and eat a cat.

Fire Ants in Hickory Woods?

Hi Cindy, its Ann again! something for the HW Newsletter........... I recently found out that the new area behind HW has been inspected for Fire Ants and they found 7 mounds. Eleven mounds were found at another site within 2 miles. I suspected an area in our yard and called the number that responds to a request for inspection. Although none was found at our address, I want to share the "path" to help if you suspect that you might have these dangerous pests.

The office of James A. Keener, Insect and Plant Disease Area Supervisor, Division of Plant Industries from the State of Tennessee, Department of Agriculture at 3211 Alcoa Highway, telephone 594-6098 will come within 2 days and inspect your yard.

There is a "meal-like" mixture that he will spread to kill the ants that is not harmful to the birds. The ants carry it into the living area of the ant and feed it to the young ants, thus killing the young ants. He will come again and redo this application in 2 weeks.

The ants are black and red, very hard to see, because they are very tiny but if you disturb their living area they will quickly swarm on you and bite. Areas to suspect are those where several inches of dirt are piling up around a bit of grass.

This is a free inspection and well worth your phone call to the proper experts.

  • The ants are very small up to 1/4 inch long and of various sizes, unlike many other ants.
  • They are very aggressive and will sting multiple times.
  • The bites will become red and may have puss after several days.
  • The ant hills may be very deep, up to 4 feet deep and this protects the ants over the winter.
  • The poisons recommended by and used by the State are specific for fire ants. They use a steroid and a bait. I did not get the names.
  • If you kick a hill apart, (at your own risk) you will find the insides have honeycomb-like tunneling.
  • The ant hills are more cemented than other ant hills that are just a pile of dirt grains.
  • The current line for the fire ants in East Tennessee is in Monroe County and south, (Sweetwater area).

The Agriculture Department, which claims the gnat-like phorid fly is of no danger to anybody or anything other than fire ants, announced plans Wednesday to release hundreds of thousands of them in the South and possibly in California, where the ants have now spread. Fire ants can make life miserable for homeowners and gardeners and cause billions of dollars in damage every year to air conditioners, electrical equipment and farms, experts say. The ants can blind and even kill livestock and wildlife, and the sting is occasionally fatal to humans. The ants, which are native to South America, have no natural enemies in the United States. Chemical treatments are only effective temporarily. The Agriculture Department started studying the flies in 1993 to see if they could harm anything other than fire ants. Nothing other than the fire ants would attract them, including animal dung or human waste, so the government is confident they will be completely safe for the environment, Brenner said.

notemrkr.gif Ann Durall says: "I inquired at the Administration Building in Farragut about a sum of money that has been alloted to resurfacing and curbing in Farragut. Saw this in the paper a few weeks ago. I called to see if HW could have this largess. I was told by the Engineering Office that a private firm had done the investigating and that HW was not on the list. Not all of those that were submitted were chosen. They asked if I wanted to be on the list for possible resurfacing next spring and of course, I said "yes".

I received this letter a few days ago from Sue Stuhl with a cc: to the Engineering Dept. "...thank you for bringing to our attention the situation cited. I have requested the Engineering Dept. to investigate the matter. Your request has been assigned Ref. # 3937. You will receive a letter from my office after the investigation is completed. If you have any further questions, please contact my office at 966-7057".

Let's get HW informed and ask them to make some calls to support this effort. I told the E. Office that I was embarrassed about HW Drive! and also, I reminded them that the street is over 20 years old. We might have a case if enough residents "bug" them.

I stopped in at the Farragut Town Hall the other day and asked about the paving program. I received a letter from Sue C. Stuhl, Leisure Services Director (966-7057) today (Sept 13, 2000) about this. According to this letter:

The list of streets for this fall's resurfacing contract has already been approved and does not include any streets in Hicory Woods Subdivision. However, we will consider this request when preparing next years list. Streets are chosen for resurfacing by the Farragut Board of Mayor and Aldermen upon recommendation from the staff. The staff uses information from the Pavement Management Systems randings of streets and teh amount of traffic on each street to make these recommendations.

Additionally we do not have plans to add this process to the Town's web site.
She included a memo from the Darryl W. Smith (966-7057) outlining the budget for the year and the streets to be resurfaced. Streets to be resurfaced include:

Dear Melissa,

Thank you for your message and interest in improving life for the citizens of the Town of Farragut. I share your concern about the many roads which are in need of re paving. Many of the subdivisions are of similar age and hence the re paving needs are more numerous than usual. We have been aware of this situation and approximately doubled the usual funds for this purpose.

You will be happy to know that the re paving you requested will be accomplished this fall - in fact in the next week or so.

Depending on the weather and the contract with the milling contractor, it is possible that the paving would not happen until Spring. The paving group closes shop in mid-December. Therefore, if the milling isn't completed soon it will likely be spring before the project is begun.

(She didn't say, but I got the impression that the paving would only be done on Hickory Woods Road. The curbs would not be changed.)

The Board of Mayor and Alderman voted to defer another project ( the engineering study for the replacement of Union Rd.Bridge ) and release those monies for additional re paving in a few locations in town. I know this is pleasing to you and all the residents of Hickory Woods. This project will proceed with milling of the existing pavement which will be followed with the re-paving.

In regard to the car parking situation unfortunately this is a matter for your Homeowners Association. I know many subdivisions have covenants and restrictions which address that problem or concern. We do not have a way of policing infractions of that sort ( I assume you have some restrictions in place in your neighborhood).

Things are right on schedule - work crews getting on board with re paving company. Hickory Woods Rd will be re paved this Spring as planned - ( due to asphalt plant closing earlier than usual last Fall.) I just wanted to share with you that Hickory Woods from the front of the subdivision to the new section will be resurfaced by the end of April.

I think you have my son Kyle to thank for this...he needed to write a letter to the city stating a concern or problem in order to complete a Boy Scout Citizen in the Community merit badge. He wrote a couple of weeks ago to let the engineering department know we had a big pothole on Hickory Woods and he would like to see it get fixed. He also stated in his letter that he would like to see the entire road resurfaced instead of patched. He heard back from the city immediately and the hole was patched later that week. We got a letter today stating that the engineering dept. had been out and determined that we did in fact need the road resurfaced.

Maybe all this had been scheduled before Kyle wrote--I'm not sure, but we will let him think he's a great neighbor for bringing this to the city's attention. He's amazed that he even got a response to his letter!!

you might want to delete some of the old truck news off the web site. At this point, there can be no TN legislation until UT completes the "study" of the Pilot Program that is running through Knoxville.

The study was sent to TDOT after one year but TDOT wanted more answers so the study was continued by UT for another year and the Pilot Program continued. At this point, UT is completing the study and TDOT waits for it to be delivered again.

I have a contact with TDOT and he recommends that people write to the TDOT and express to them what they think about the Pilot Program. If letters say that it is a good Program, they will consider putting the Pilot Program in other cities across TN. At this time, the letters received are about evenly distributed with "yes" it's great to "no" it's a bad idea. To make a difference in safety for our interstate system write to:

"As of this morning, I have found out from the receptionist in Sen. Haun's office that the sponsors of SBill 345 and HBill 265 have withdrawn their bills. I called Sen. Burchett and he said that they could not get a "second" on the motion to accept in the Senate subcommittee.

"This week is the last week that Bills will be reviewed by committies. I begged Sen. Burchett to try to retrieve the bill and he said that he would try but he could find no support on the Senate Transportation Committee.

"If you will remember, we were told that if we wrote letters, e-mailed, and called our legislators, we might have a chance. All of you did and I am so proud of you. You, along with many others that don't have e-mail addresses, sent so many messages that I was informed in Nashville that due to our combined efforts, next to the state income tax issue, they got the 2nd most mail on the truck issue. Pardon me if I am confused at this time. We did what they said and they can't react to the people who put them in office.

"One legislator, Sen. Marsha Blackburn, Sec. of the Senate Transportation Commmittee told me in person that the committee did not like the wording of the bill. Well, the purpose of the committee was to amend the bill if needed.

"My dear friends, the trucking industry has contributed money for the campaigns of many of these legislators. I have been unable to find out who has accepted the funds but I will find out. If you can help on this, please do. I have a call in to Bud Gilbert who, as a former disillusioned Senator, might help us with where that file may be located.

"I have talked with those in the Knoxville News Sentinel Harry Moskos office this morning and asked for them to give some immediate publicity on the front page if possible about this issue. They put me in touch with Tom Humphrey, their Nashville political reporter. He said that he would go to the legislative plaza and find out what was going on today. I called the newspaper again this afternoon and told them that the public wanted more information on what was going on in Nashville. Hardly anyone even knows what bills are filed. Please, call these people and express your concern for such terrible lack of information. I will write another letter to the editor to express my sorrow that no one in Nashville was brave enough to see this truck issue to the best conclusion.

"At this time, I will give Sen. Burchett till Friday to try to bring the bill back, but after that, I plan to find out lots of information about the failure of this bill. Please, join me. We are going to get this done. I am going to Averitt Trucking this week and ask them to consider being the "good guys" and showing the world that they want to do the right thing. Do you have contacts with other trucking companies? Let's unite in purpose.

"Legislators were elected by us not the lobbyists. Where is their loyalty? At election time, let us ask the right questions now that we see what can happen. Let's ask during their campaign speeches if they accept funding by industries that will obligate them to special interests? Let us make them say in front of others what their true intentions are so that it is recorded. I am willing to put in a lot of effort. Are you? I am pretty much, hacked off as you can tell.

"Legislators in Nashville are not accepting e-mail this week except from their home areas so if you want contact with them, you will have to call or write. I will be happy to hear form you and hope that you still have the strength to continue.

It is at least 4 or 5 pages with all of the addresses of the total House and Senate T. Com. We only have one Rep. (Rep. Steven Buttry) from the Knoxville area and he is for this bill. I am sending him a petition from a large club with about 100 names to back up the need to "move large trucks to the right-most lane." I want to go door to door and get Hickory Woods signatures but since we are not Buttry constituents, it will not be as effective. But, if our neighbors would look at the names of the cities where the T. Com. live, our neighbors can contact their friends/family and ask them to contact their rep/senator. Being a constituent matters.

It was discussed. For the first time in these many years that this has been an issue, we got the Department of Safety, TDOT, and the sponsors of similar pieces of legislation together. All the parties agreed to a pilot project for 2001-2002 which would totally restrict tractor-trailers to the two right lanes [of] 6-lan[e] divided highway on each side of Knoxville on I-40. It will be Pellissippi Parkway to the I-75 split and I-640 split to the I-81 split. TDOT and Safety will be enforcing the right lane restrictions and will study the pilots effectiveness.
 
I truly feel this is a step in the right direction. The trucking association had the votes to kill our stronger bill in subcommittee, but we were able to reach a beginning point.

Fleenor Concerned About Rash of Burglaries

notemrkr.gif I am very concerned about this "rash" of burglaries in our neighborhood, as I'm sure you all are. I hope during Christmas we will all be a little bit "nosy" of each other and our guests as there is usually an increase in burglaries during this time. I guess criminals feel the urge to Christmas shop too!

If anyone did not receive a copy of the First Alert Professional Security booklets: "How to Make a Habit of Personal Safety" or " A Primer on Travel Safety", please contact me and I will see that you get one. These were made available at our Neighborhood Watch program last month.

If we all become neighbors again and work at being safe, we can keep our neighborhood the quiet, friendly, safe neighborhood that attracted us in the first place! If not, the criminals win.

Street Lights

notemrkr.gif At the meeting in October, 1999, there was a discussion of placing extra street lights in dark areas that have no light which creates a safety and security concern. Becky Laramie on Valley Trail has talked to LCUB on costs of installation and monthly rates. The lights are halogen, which puts out more light than older tungsten bulbs. If you are interested in having a light placed on the curb of your property, call Becky Laramie. Her phone number is in your directory.

notemrkr.gif At the February 29, 2000 meeting, the issue of street lights was the main issue. LCUB will put up a light on an existing pole in your yard for a monthly fee of $5.05 added to your electric bill. We had a wonderful response to making our streets brighter by adding more street lights. We have had several volunteers request that we put a street light on an existing pole in there yard and they will pay the monthly fee. If anyone is interested in having a light put up in their area, please contact Theresa Baldwin at 777-1461.

notemrkr.gif Mike says, "I have a suggestion. Some neighborhoods put stickers on the cars of neighbors who live in the neighborhood. Concord Hills has a unique sticker that all homeowners put on their back bumpers. We could do something similar. This way if we see a car without our sticker we will know if they are or are not residents and we can watch them for suspicious activity (such as kids ).

Wine Tasting Group

A group of us got together the last weekend in August and had a good time tasting a number of wines at the Klasson's. Tom matched the wines by type and we all selected the one of the pair that we liked the best. (The expensive ones were not always selected as the best by this bunch of tasters. Tom, correct me if I am wrong.) Charlotte and Tom thank all those that came and had a good time. All those attending had contributed wine corks to Tom to use to build a beautiful coffee table with a wine cork design under the glass top. -- Tom said it took him twice as long to make as he expected. Mostly because he spilled all the corks when he was almost done the first time. -- We all thank them for hosting the event and providing the refreshments. It was so much fun that we thought others may be interested in doing this kind of thing. Loose Dogs Getting Into Trash

notemrkr.gifThere is a big chocolate lab getting into trash in our neighborhood. (Report received May 28, 1999) Loose dogs that make a nuisance of themselves are subject to being picked up by the animal control people. If the dog is yours, please control him (or her)... (or it, who knows...) so the dog is not a nuisance.

Have given a brief look at the site--so far, so good! Great job! By the way, I agree with the comments regarding pets. We just got initiated this morning--somebody's dog(s) turned over our garbage can and scattered our lovely trash! Bungie cords on the top from now on!!!

Speeding on Hickory Woods Drive

notemrkr.gif Some drivers are going too fast, especially at the bottom of the hill on Hickory Woods near Creekwood Terrace. We should all slow down in this area to the speed limit. It is easy to coast down the hill and gain too much speed for driving in our residential neighborhood. Also, be careful pulling out onto Smith Road. Sight distance is short to the east. I had a close call the other day at the entrance to Andover. I was going through, but the driver waiting at the stop sign thought such a nice car as mine would surely turn into Andover, so she pulled right out in front of me. I skidded to a halt within three feet of her rear fender, and she kept going. Go slow there too.
