ANSWERS SUGGESTED AT HALLS HIGH SCHOOL

These 'Answers' were suggested by citizens at a public forum held at Halls High School:
 
  1. Consolidate and improve, to improve efficiency, the emergency response system

  2. Elective offices are not accountable to everyone and need Open Door Hiring Policy

  3. Cut the number of county commissioners (smaller legislative body)

  4. Constitutional offices should remain elected

  5. Better communication between commissioners and the public

  6. School superintendent elected

  7. Show the elected who's boss - the voters

  8. Restrict county commissioners from holding salaried positions in county government

  9. Need a system in the county of civil service

  10. Look at one government for efficiency and consistency

  11. All elected officials should not hold a salaried position and their relatives

  12. Would like to see financial accountability in detail

  13. Too much freedom of officials to make big financial decisions. More taxpayer input before the budget is final

  14. Too many layers of employees in all county departments. Too many levels of bureaucracy. Have an impartial efficiency review.

  15. Study other government structures

  16. Serious investigation of education system

  17. School administration needs to be accountable to the public it serves

  18. Wants Baker Center to study all duties and responsibilities and pay for all local government employees. Show reporting levels (accountability) and make public

  19. Eliminate nepotism (don't hire relatives)

  20. Commissioners go along with recommendations of MPC

  21. More efficient government. Eliminate duplication.

  22. Accountability - sheriff, register of deeds, trustee, county clerk property assessor, law director appointed by mayor, not elected

  23. Term limits enforced. Term limited persons should not be appointed to other positions.

  24. Truly unified government. One official for: parks and recreation, law enforcement, garbage pick-up, zoning, fire, chief executive. One legislative body

  25. Emergency management - is our system currently working?

  26. Alcoholic beverages: we want legal sales outside city limits

  27. Open parking garage - City County Building

  28. Everyone has opportunity to be represented, i.e. minorities, etc.

  29. Sunshine law enforced

  30. Independent school district with own taxing power

  31. Politicians need to understand quality of life vs. quantity as applied to zoning and urban sprawl. Developers should pay the cost of infrastructure, not tax payers.

  32. More regional cooperation on issues such as environmental and transportation

  33. County employees or relatives should not be part of the legislative branch

  34. Citizens need to be more informed and involved and feel their voices are heard

  35. One government to avoid duplication of offices

  36. School board to have more authority for funding so they don't have to beg county commission for money

  37. Want to see complete new election in 2008 with term limits for all elected officials

  38. Change must come from the people up

  42. Revisit of conflict of interest and ethics policies that government has

  54. Knox County government needs to be much more accountable to the people, to the individual voter

  55. Reduce impact of the "boss party," the political parties, non partisan

  56. Strengthen the ethics rules, integrity - not hiring relatives, friends

  57. Turn all elected positions into more of a "servant" type job - not a professional job. Do it for service to community, not for personal benefit or gain. People who work for community, not their back pocket. Make all elected positions unpaid jobs (except sheriff)

  58. Not everyone does a great job - but we do have some good leaders - we have to come together more. Knox County and City: take look at metro or consolidated government

  59. Keep all government local - find way to make it work on much closer basis - so politicians are more responsive at local level. No metro government

  60. Don't want those individuals having authority to "slip seat" replacements - cannot appoint, must be elected

  61. Cut bureaucratic bloat at all levels of government - cut 50% of county government

  62. My idea of solving it is metro government

  63. Cut the limits that elected officials are allowed to serve. Shorter terms. Two years is enough. More frequent elections so people can go to the polls

  65. Add "None of the Above" as choice for all elections. Hold follow up elections with "None of the These Allowed to Run."

  66. Want to see some duplicate offices at city and county level merged into one

  72. Civil service protection for employees of Knox County government as a whole

  73. Liquor-by-the-drink referendum without annexation outside city limits

  74. Parents vote for school board member that represents their child's school

  75. Commissioners and school board members cannot be employed by Knox County

  76. Commissioners and school board members and their immediate family cannot be employed by Knox County

  77. Develop process for change. Standard operating procedure for changes that reflect citizen input

  78. More people to vote

  79. Knox County government serves the public above all else

  80. Restrictions on employment of immediate family of elected officials

  81. Penalty for violation of Sunshine Law

  82. School board members should be term limited

  83. Liaisons from schools to school board

  84. Do away with wheel tax

  85. Give school board taxation power for school budget (split property tax bill to two numbers: school and non-school)

  88. Board of Education change time of meetings to make more accessible to families and citizens (later time)

  90. Lack of environmental protection in county. One body regulating/governing standards for environmental protection. One set of standards for both city/county. Need czar.

  91. More consistency between city/county

  92. More elected officials - for openness and accountability

  93. Metro government. Not two law enforcement agencies. Would eliminate parochialism. One council, one mayor, one governing body
