Board of Directors, Regular Meeting
Minutes for November 6, 2003

Present:
Mark Cawood, David Collins, Martha Dooley, Terry Faulkner, Scott Frith, Mary Lou Horner, Mickey Mallonee, Sam Maynard, Cassandra McGee, Dan McGehee, Edythe McNabb, Page Pratt-Green, Jenny Raines, and Tim Wheeler.

Absent: Beth Bowman, Mark Brown, Harold Byrd, Johnnie Conner, Neal Denton, Marc Anthony, Phyllis Fansler, Kim Hansard, Jan Hutchison, Susan Long, Janet McGaha, Susan Rudell, Katherine Steed, Garrett Wagley and Lori Tucker.

Call to Order
The meeting was called to order by Martha Dooley at 12:17. There was not a quorum for this meeting. .

Approval of the Minutes
Martha asked board members to review the minutes and recommend any changes needed.

President’s Report – Martha Dooley
Martha announced that the Retreat, Great American Cleanup and Membership committees should hold meetings.

There was a discussion of the outcome of Orchids & Onions and the Halls Tribute Tree project. Scott reported the final tree planting count is 260.

Martha reported that Tom has been asked to represent KKB on a Haslam Transition Neighborhood Services Committee. The committee will meet for the first time in December.

Martha announced that Keep Knoxville Beautiful has received three new national awards. Tom described the President's Circle Award for meeting all KAB affiliate requirements, a distinguished service citation for recycling for the Youth Advisory Board and a Distinguished Service Citation for an affiliate in our city size. KKB also received a first place award from the Tennessee Recycling Coalition for recycling efforts with YAB.

Martha reported the audit is virtually complete.
There was a discussion about the December board meeting and plans for a holiday party. Mary Lou and Scott suggested we suspend the December meeting because of the busy season and that Tom and Page will be attending the national meeting and that an open house will be held when we move.

Executive Director’s Report – Tom Salter

Monthly Financial Statement
Tom presented the financial statements for October 2003. Grants reimbursements have not yet begun, but we have submitted invoices of more than $20,000.

Activities Report - Tom

Litter Prevention
* KKB provided 24 gloves and 300 bags to Beaumont Neighborhood Watch.
* Tom was interviewed by a UT student for a class project on nonprofit organizations.
* Abby delivered LFS supplies to Holston Middle and Adrian Burnett.
* Abby met with the AmeriCorps Earthflag Team to discuss involving more Earthflag Schools in the LFS program.
* Second YAB meeting was held. Abby and Tom were present. About 15 students took part. Scott Frith pitched the Halls Tribute Trees project. Megan Brown of Knox County Solid Waste pitched the mixed paper recycling program. YAB members expressed an interest in collecting campaign signs after the election and agreed to meet at the Fulton High Library for their next regular meeting to conduct research.
* Abby gave a speech to the Adrian Burnett Environmental Club and conduct the Litter Relay for 65 students.
* Youth Advisory Board had its regular meeting the afternoon after Orchids & Onions. YAB members made plans to conduct research for the driver's education litter awareness lesson plan. YAB members also agreed to participate in removing political campaign signs after the city election.
* Tom staffed a cleanup by 12 UT varsity football players in the area around Lake Avenue just off Cumberland behind the UT strip. They picked up about 15 bags of trash.
* Tom led a conference session at the Tennessee Recycling Coalition annual meeting. Ben Ramsbottom of Izaak Walton League, Mary Baker of Knox County Solid Waste and Debi Stevenson of Morristown Hamblen KAB presented.
* Tom gave a speech with PowerPoint to 35 seniors at the O'Connor Center Seniors for Creative Living - topic was general info on KKB and Orchids & Onions Awards.
* Abby arranged for a UT Environmental Studies student to speak to an environmental club at Catholic High.
* Web hits: 1,665 web site visits in October 2003. October history is 2,576 in 2002, 1,438 in 2001, 1,597 in 2000, 642 in 1999.

Beautification
* Tom staffed a daffodil bulb sale for the South Knoxville Beautification Committee headed by Bob Santore. They sold more than 5,000 bulbs and took in $887.50.
* KKB provided a tree for a memorial planting at Concord Cove Park for the former director of OMNI Visions who died suddenly. A formal program was held and about 100 people attended.
* The Halls Tribute Tree Committee met twice, once Mike Blankenship's office at Halls High and once at the KKB office after O&O.
* Tom and Scott met a Knox County employee on Thursday, 10/16 for the hole digging part of the Halls Tribute Trees. Tom and Scott took turns supervising the digging.
* Tom met with Mike Blankenship and supervised (and helped) the tree unloading the morning of 10/17.
* The Halls Tribute project took place and was easier than planned. All the trees were planted and most of the mulch was distributed in about 3 hours.
* Tom and Abby met with Max Alavarez of Fountain City Lions Club to plan fall plantings of new and replacement Living Tributes Trees.

Waste Reduction
* Tom attended the dedication of the composting component of the County Solway Greenwaste Facility.

Awards & Recognition
* Environmental Achievement Awards judges met and selected winners on Friday, 10/03.
* Orchids & Onions Awards took place as planned with at least 300 attending. Winner reception prior to luncheon was well attended. News Sentinel had nice list of winners the next day. WVLT covered the event.
* KKB was notified it won 2 major national awards from KAB national, a national award for meeting all KAB affiliate requirements and a major award from the Tennessee Recycling Coalition.

Membership
* No specific membership activity in October.

Other
* KKB website was updated to include improved navigation and a weblog. The weblog is a big deal.
* Tom was asked by Bill Haslam to serve on a transition committee looking at neighborhood services. This was announced in the News Sentinel.

Orchids & Onions Committee - Board & Staff
Mickey and Tom reported the project is completely on track. We are poised for an event with 300+ people. Please let us know right away if you have not RSVP'd. Judging is completed for Orchids and Environmental Achievement will be completed on Friday.

Halls Tribute Trees
Scott made the final report on Halls Tribute Trees with 260 trees planted and about 100 volunteers.

Youth Advisory Board
Youth Advisory Board had their first meeting and will next at Fulton High library to do research for their litter prevention lesson plan.

Bearden Project
Terry requested that KKB write a letter to TDOT praising the work on the Bearden project, especially the landscaping and bus stops.

Unfinished Business
Dan will draft a memo to Jamie Hagood and Tim Burchett about sponsoring legislation to allow the creation of litter offender classes. KKB would teach the class. People convicted of littering will go to a litter awareness class with the fee split between KKB and the court.

New Business
Mark wanted to make sure KKB had banners for the Tree Cycling locations.

KKB staff is submitting a proposal to the Rohm & Haas Community Grants program to do a model adopt-a-block program.

Tom reported a phone call with Chancellor Fansler to coordinate assigning "deadbeat dads" to do neighborhood cleanups as part of their community service work.
