Board of Directors, Regular Meeting
Minutes for February 5, 2004
Present: Mark Brown, Mark Cawood, David Collins, Johnnie Conner, Martha Dooley, Terry Faulkner, Scott Frith, Mickey Mallonee, Sam Maynard, Janet McGaha, Cassandra McGee, Edythe McNabb, Page Pratt-Green, and Jenny Raines.
Absent: Beth Bowman, Harold Byrd, Neal Denton, Phyllis Fansler, Kim Hansard, Mary Lou Horner, Jan Hutchison, Susan Long, Dan McGehee, Susan Rudell, Tim Wheeler, Garrett Wagley and Lori Tucker.

Call to Order
The meeting was called to order by Martha Dooley at 12:20. There was a quorum for this meeting.
Approval of the Minutes
Martha asked board members to review the minutes from the November 2003 board meeting, our last regular meeting. Edythe made a motion to approve the minutes, Sam seconded the motion.
President’s Report – Martha Dooley
The Emporium Lease was distributed to the board. There was some discussion. Tom reported the lease was very simple and contained no surprises. Major concerns of the board were to have option to sign the lease for 3 years, to increase the space if it comes available and that we would have first option to renew the lease for our space at the end of 3 years. Mark Cawood made a motion that if those conditions could be met than the board approves and lease and Tom may sign it. Sam seconded the motion.
The minutes from the board retreat were distributed. Martha reported that the staff will provide the executive committee with a timeline for completing the retreat objectives.
A volunteer signup sheet for the Dogwood Show and the Women's Expo was distributed.
Martha announced that Katherine Steed, KKB board member from the Hyatt has resigned due to increased work demands. Katherine served KKB well as Secretary, Internal Vice President and Chair of the Orchids & Onions Awards program. Martha appointed Scott Frith to serve the remainder of her term as Internal Vice President through June 30.
Martha will appoint the nominating committee before the next board meeting. Jenny offered to serve on that committee. The by-laws committee will circulate new draft language by email to address the issues raised at the retreat.
There was no other business.
Executive Director’s Report – Tom Salter
Monthly Financial Statement
Tom presented the financial statements for January 2004. There was no significant grant income. Some memberships were paid. There are significant outstanding grant payments expected.
Activities Report - Tom
Litter Prevention
* Tom participated in the second City of Knoxville Neighborhood Services committee meeting. There was a lot of discussion of the to explore creating a City adopt a block/spot/road program like the County now operates.
* Annie did six talking tree presentations, two different days at Hardin Valley Elementary, 240 students.
* Annie worked with AmeriCorps on the Fulton High Trash Audit.
* Youth Advisory Board met on the 13th and 27th to work on the driver's ed curriculum. Attendance was down.
* GAC committee met with Tom and Cortney to receive report of planned activities and to make recommendations.
* PR Concepts students met with Tom and Cortney to give a report on progress. At least two focus groups will be held in February.
* Web hits: 1,093 web site visits in January 2004. January history is 2,021 in 2003, 1,730 in 2002, 1,275 in 2001, and 789 in 2000.
Beautification
* The Nine Counties, One Vision Beautification Task Force met and approved a final format for the litter section of the Best Practice Guide. Tom handed out KAB fact sheets on the impact of litter on crime and the economy.
Waste Reduction
* KKB, Knox County, Edwards Tree Service and Natural Resources Recovery of Tennessee did the 13th annual Tree Cycling event at three locations. About 1,000 trees were chipped. Numbers were down from recent years. Possible reasons - new location, cold rainy weather, people disposing in other ways, people switching to artificial trees.
Awards & Recognition
* KKB posted 54 color pictures and names of 82 people on its weblog. Activities covered include: Tree-Cycling, Earthfest Committee, Calorie Control Council, Emporium Tour, Haslam Committee, South Knox Beautification Committee, Education Summit, PR Concepts, KTB state retreat, 9C1V update and the KKB board retreat.
Membership
* We continued to receive some membership renewals from the December renewal appeal.
Other
* KKB executive committee met with Tim Wheeler, Dan McGehee and Garrett Wagley to discuss details of the retreat agenda and the marketing campaign. There was general agreement to have the two mayors participate in neighborhood and business participation promotion and to work with the UT PR students on a special promotion for 16-25 year old males. Retreat guests would include Jamie Hagood, Tim Burchett, Judge Rosson, Allison Wagley, Dr. Kelley, Bob Whetsel, John Evans, Sam Anderson and others. Annette Winston agreed to be the facilitator for the retreat.
* We participated in a walk-through of the Emporium office space. Our space is approximately 636 s.f. which is 3.3 times the size of the office now shared by Cortney and Annie. At this time we plan three employee areas (one office, two cubicles, one shared space with meeting table and a storage room. Restrooms and large conference room are shared with other tenants and are located in another area of the building.
* KKB staff and several board members attended the Education Summit sponsored by Knox County, City of Knoxville and several other partners.
* Tom and Cortney attended the Keep Tennessee Beautiful state coordinator's conference in Dickson, TN at Montgomery Bell State Park.
* KKB board and staff met for their annual retreat and addressed a number of important issues facing the organization.
Great American Cleanup™
Page reported on the progress for the Great American Cleanup™ - Kickoff and Celebrity Cleanup will be in South Knoxville on March 16th. We are doing a promotion with Court South linking litter cleanup to burning calories. The volunteer picnic will be May 1.
Bearden Project
TDOT will place 50 trees and many shrubs in the Western Plaza area. Crepe Myrtles will be planted and new utilities are underground. Terry will draft thank you letters from KKB for TDOT, and Knox Greenways.
Youth Advisory Board
Everything is on track for our Youth Advisory Board to produce the driver's ed video litter-prevention lesson plans.
Unfinished Business
Dave asked about the status of establishing litter offender classes for Judge Rosson's court. Tom reported drafting a letter to Dan McGehee on the concept of the legislation and that Dan was to forward that to Tim Burchett and Jamie Hagood.
New Business
Mark Cawood reported that the Karns Business Association will do a tree planting and landscape project a the Karns "triangle".
Scott Frith reported that Todd Cook will provide community service workers twice a month to pick up litter along Maynardville Highway.
Terry reported there was state billboard legislation pending that would allow larger billboards.
