Minutes for July 1, 2004

Call to Order
The meeting was called to order by Page Pratt-Greene at 12:15. There was a quorum for this meeting.

Approval of the Minutes
Page asked board members to review the minutes from the June 2004 board meeting. Tim Wheeler made a motion to approval and Sam Maynard seconded the motion. June 2004 minutes approved.

Introduction of Guests
KKB Board invited 3 guests to attend the July regular meeting; all are prospective Special Directors. They included Gary Loe, reporter with Channel 8, Ken Bodie, President of Kelsan and Stevan Curtis with Capital Financial Group.

Presidents Report – Page Pratt-Greene
Page asked everyone to look at the proposed 2005 budget. Page explained we must only assume a $60,000 litter grant starting amount although it could go higher later. Also, the proposed budget incliudes a clean business goal of $7,500. Pay levels are unchanged and the national meeting expense has been omitted. In the event the litter grant amount includes a bonus, an amendment can be made.

Cortney presented materials for the Clean Mean$ Green business member program. Cortney would like to assemble a Clean Mean$ Green Committee to brainstorm ways to attract business to the membership program. The following is a list of membership levels:

The AAA Foundation released a study last month about the impact of vehicle related road debris entitled, "The Safety Impact of Vehicle Related-Road Debris (VRRD)." The study attributes 25,000 crashes a year to vehicle parts, cargo or other material that has been unintentionally discharged from vehicles on to the roadway (VRRD). Since VRRD is essentially litter, KKB is meeting with AAA of East Tennessee to conduct a press conference to educate citizens about VRRD, its consequences, and what citizens can do to prevent it.
2004 GAC was a huge success. Page passed around KKB’s GAC wrap up report, which was sent to KAB last month.

Executive Directors report – Page Pratt-Greene for Tom
Page presented the Financial Statement and Summary for June 2004. A motion was made by Mary Lou Horner to accept it. Tim Wheeler seconded the motion. The June 2004 financial statement and summary were accepted.

Litter Prevention

  • Preservation Pub hosted a celebrity bartender night for KKB to kick off the Don't Throw Down on K-TOWN slogan. About 50 people showed up and we took in about $145 in tips. The event was mentioned in the News Sentinel and covered by WVLT.
  • Tom attended a meeting of Project Safe Neighborhoods called by U.S. Attorney Tracee Plowell at St. Paul United Methodist Church on Louise Avenue. There was a lively discussion about crime issues and cleanups. Ms. Plowell is an adherent to the broken windows theory - which I reinforced. However, those at the meeting talked about the futility of cleanup without help from police to cite litter violators. KPD's east sector captain from KPD was there. Also Diane Jordan, Alvin Nance and others.
  • Annie staffed a booth at the DeRoyal health fair.
  • DTD (Don't Throw Down) stickers were distributed to the two Disc Exchange locations and the Food Co-op on Broadway.
  • WVLT (thanks to Dino) recorded two bumper ads featuring the DTD slogan.
  • The big event for June was the Litter Index neighborhood surveys. Volunteers assisting in the surveys included Bob Santore, LaMonte Bishop, Cassandra McGee, Annette Winston, Rob Dansereau, Jamie Hagood, Billie Spicuza, Paul Pinkston, Monte Stanley, Grant Rosenberg, John Homa, Judy Parker, Wesley Robin, Meredith Leahey, Steve Hall, Tobertha Anderson, Mary Lou Horner, JC Lay, Phyllis Fansler, Alvin Nance, Sam Maynard, Barbara Pelot, and others. Final results are being tallied. Some neighborhoods have dramatically improved. Overall consensus from volunteers is the Knoxville neighborhoods are relatively clean with some more heavily littered areas. WVLT and WBIR both did news stories on the Litter Index.
  • The big news coverage of the month was the first page article with color picture on the Litter Index. It included an in-depth description of the event, quotes from volunteers and a graph of past scores. Lots of feedback on this article.
  • Mayor Paul Merritt of Grainger County and Joyce Sewell met with Tom for an overview of how our KAB affiliate works. They will work with Edith Heller in Memphis to form their own affiliate.
  • Website visits: more than 2,500 web site pageviews June 2004.

Beautification

  • The 9C1V Beautification Task Force met. The group set July 13th to have the reports all finished and ready to go to the printer.
  • Cortney facilitated a work session of the Knox County Cemetery Preservation Association. A draft resolution to protect neglected and endangered cemeteries was developed.
  • Annie sent a Talking Tree promotion mailing to summer school programs resulting in 3 requests for presentations.

Waste Reduction

  • Tom worked the computer recycling day event with John Homa (city recycling), Mike Dahl (recycling coalition) and Athena Bradley (Goodwill computer recycling program). More than 20 tons of equipment was turned in.

Awards & Recognition

  • The KKB blog featured descriptions and images from the Preservation Pub event, the computer recycling event, the flag day event, and several of the Litter Index trips.

Membership

  • Brian Conley of Cardinal Development reviewed the Clean Business Program concept and pledged $1,000.
  • Regular membership donations are more than $1,500 for June.

Other

  • The Great American Cleanup™ end-of-project report was mailed to the national and state offices on time.
  • KKB staff did an orientation session for three new board members - Tisha Calabrese, Sarah Surak and Keith Austin. Goldie Simpkins could not attend due to work demands.

Don’t Throw Down on K-town Update – Keith Austin
Lamar advertising will be running a billboard campaign featuring the new "Don't Throw Down on K-TOWN" slogan. One large vinyl board will be moved around for about 1 year. 10 smaller paper boards will go up right away for 30 to 60 days and 10 additional boards will go up this fall for another 30 to 60 days. KKB paid for printing and installation of the boards with litter grant funding. Lamar is donating the space rental at a value of more than $25,000.

Unfinished Business – Annie for Tom
Annual Litter Survey – Annie reported that 5 of the 6 areas in the ongoing litter survey have been completed. One could not be completed in June due to volunteer time conflicts and heavy rain. In addition to the ongoing survey areas, 6 new baseline areas were added. The result of these additions means that randomly selected streets and neighborhoods covering the entire city limits of Knoxville will be included in the annual survey. Of the 25 sub areas surveyed 1 showed no change, 3 were slightly worse, 5 worse, 9 slightly better and 7 better than last year. All areas were better than the baseline year of 2000.
Emporium Lease – We have signed the Emporium lease and are waiting to receive our key so we can begin moving in.
