Board of Directors, Regular Meeting
Minutes for June 3, 2004
Present: Harold Byrd, Mark

Call to Order
The meeting was called to order by Mark Cawood at 12:15. There was
not a quorum for this meeting.
Approval of the Minutes
Mark asked board members to review the minutes from the May 2004
board meeting.
President’s Report – Mark Cawood for Martha Dooley
Mark asked everyone to look at the proposed budget for 2005. Tom
explained we must only assume a $60,000 litter grant starting amount
although it could go higher later. Also, the proposed budget includes an
ambitious clean business program goal of $7,500. Finally, pay levels are
unchanged and the national meeting expense has been omitted. In the
event the litter grant amount includes a bonus, an amendment can be
made.
Cortney explained how the clean business program would work. Mark asked
the board for an open discussion of the levels of membership. What
should be the minimum level? There was a good discussion about the
desire of small business to be involved, but why we must be cautious
about setting the basic level of membership too high. The consensus was
to start at a $50 level for a basic membership with higher levels
getting more benefits. Cortney will present information at the next
board meeting on some details of the program.
Mark announced that Tim Wheeler has nominated Keith Austin of Lamar
Advertising to be a special director and Keith has agreed. Although Tim
was not present the board considered his nomination of Keith to be a
proxy vote in favor electing Keith. Mary Lou seconded the nomination.
Approval was unanimous. Keith will be invited to the next board meeting.
Executive Director’s Report – Tom Salter
Monthly Financial Statement
Tom presented the financial statements for May 2004. There is a
pending litter grant reimbursement of $21,523.59. An additional
$20,805.94 will be available for billing for May/June.
Activities Report - Tom
Litter Prevention
- Trash Bash/Volunteer Luncheon covered by News Sentinel, Knoxville
Journal, WATE and WBIR (Cortney).
- Mary Lou hosted a public meeting of four judges and a representative
from the district attorneys office to look at litter law enforcement.
Discussions included whether or not the punishment is punitive or
remedial, which court is best to handle the citations, some nuances of
the "tarp" law especially whether or not a driver can be
sited for just have loose trash or does it have to actually escape
from the vehicle, and more. There will be a follow up meeting.
- WVLT covered the public meeting on litter law enforcement and there
was a nice story - it was the lead story at 11:00.
- Mary Lou taped at least three shows for Be Pretty Proud with Mr.
Lyle, John Evans and Tom.
- Annie provided certificates of appreciation for two Litter-Free
Schools - Mount Olive and Northwest Middle.
- Tom was at a booth all day for the Oakwood-Lincoln community day
event. The highlight was a ceremony honoring Larry Cox for his
long-time service to that neighborhood and all of Knoxville.
- We mailed thirteen new I Spy letters since May 1st.
- Website visits: 2,444 web site visits in May 2004.
Beautification
- KKB was awarded a $5,000 grant for tree planting at South Doyle
Middle School by the Tennessee Forestry Department.
Waste Reduction
- Tom met with Rodney Rockett, John Home and several Marines to plan
the annual Flag Day flag retirement ceremony. KKB's website was
updated with the flag ceremony information.
Awards & Recognition
- More than 55 color pictures of volunteers doing great things for the
community were posted on the KKB blog for May.
- KKB winning poster contest posters were displayed at KMA for several
weeks (they are still on display as of yesterday).
- KKB submitted nominations for TDEC’s Environmental Stewardship
Awards. Cortney nominated Smith and Associates for the Tennessee
Energy Leadership Award for their excellence in geothermal technology
development for residential homes.
Membership
- A membership mailing was sent to Great American Cleanup neighborhood
leaders.
Other
- Tom attended the Five Points Neighborhood Grocery Store/Business
Center groundbreaking ceremony.
- KKB completed its end-of-project Great American Cleanup™ report.
Don't Throw Down on K-TOWN
Cortney gave an update on the DTD campaign. Stickers have been produced
and distributed to several retail outlets, UT will print the slogan on
temporary trash cans for events like ball games, WVLT is recording two
bumper ads featuring the slogan, the city and county governments will be
putting 12"x12" DTD stickers on all their park and special
event trash cans.
Annual Litter Survey
Mark asked for more volunteers for the Litter Index surveys. Trips
are every afternoon from June 14th through June 17th
and then June 21st through June 25th.
Emporium Update
Tom reported no progress. The Arts Alliance is teasing KKB about the
lease start date. Look for earliest possible move date to be July.
New Business
Mary Lou reported on the public hearing involving 4 judges, an
assistant DA and the Court Clerk on improving the litter ordinance
enforcement situation.
New board member orientation will be held. The whole board will be
notified of the date and time.
Tom will attend a project safe neighborhoods meeting on behalf
of KKB. The date is June 7th, 6 pm at St. Paul Missionary
Baptist Church at 2342 Louise Avenue. The meeting is open to the public.
Unfinished Business |
Terry reported an additional $1,300 has been
spent on trees in the Bearden area.
