Minutes for March 2005

Call to Order
The meeting was called to order by Page
Pratt-Greene at 12:10. There was a quorum for this meeting.
Approval of the Minutes
Page asked board members to review the
minutes from the February 2005 board retreat and invited any comments on
the retreat. Mary Lou made a motion to approve and Tim Wheeler seconded
the motion. Approval was unanimous.
Presidents Report – Page Pratt-Greene
Page led a discussion of fundraising
progress. Many of the pledges from the first round of phone banking have
been paid and we are about $5,000 ahead of last year. However, we still
must raise several thousand more dollars and another phone banking will
be held from 2 to 6 at the Emporium on March 16th.
Plans are set for the Great American
Cleanup™ kickoff on Friday, March 11, 7:30 am at the City County
Building Small Assembly Room. Invitations have been mailed to VIP's. The
topic will be litter ordinance enforcement and citations. Mary Lou said
we need to go to the officers' roll call meetings like we did before. We
talked about involving UT Police in writing more citations.
Page asked for recommendations from board
members for new board prospects. As always names should be given to Page
or committee members Martha Dooley, Gary Loe and Cassandra McGee.
A list was passed around to get
volunteers for the Women's Expo and for the Longview Cemetery Cleanup.
Executive Director's report – Tom
Salter
Tom presented the Financial Statement and
Summary for February 2005. YTD income is higher than last year and
expenses are slightly less. However we still have less cash than last
year. One good sign is that February 05 payroll is about $1,000 less
than Feb 04 payroll. Mary Lou made a motion that we approve the
financial statements. Tim and David seconded the motion. Approval was
unanimous.
Activities Report - Tom Salter
Litter Prevention
- Tom met with Mr. Lay to discuss the
county litter ordinance changes at Amber's in Halls. Mr. Lay visited
the office later in the month to prepare for a meeting with Mayor
Ragsdale and Mike Moyers and to review a sample comprehensive
ordinance developed by Sevier County.
- Friends of the Fort, a group begun by
Mike Schoenberger, is now coordinated by the UT student group SPEAK.
They did Fort Sanders cleanup on 2/5 with 16 volunteers picking up 45
bags of trash.
- Tom, Emily and Sarah Surak met with
Rock-Tenn about sponsoring the 2005 GAC for $1,000.
- Tom spoke to the Council of Involved
Neighborhoods (COIN) about litter prevention basics and how to
participate in the Great American Cleanup™.
- Tom spoke to the UT student group SPEAK
about how to work with KKB and how to work with the Great American
Cleanup™.
- Tom and Emily met with Sarah Surak and
two students from a graduate student seminar class. They will be doing
an external evaluation of the Youth Advisory Board program.
- The GAC committee met at KKB and
reviewed final plans for the event. SP Recycling confirmed a $500
sponsorship.
- KKB had an information table at the
Dogwood Show. Emily recruited 19 volunteers who worked at least 52
hours. We received $40 in donations for Don’t Throw Down stickers.
- Tom met with Mayor Ragsdale, Mike Moyers
and Mr. Lay for 30 minutes about ordinance changes. The tarp ordinance
was refined, a container ordinance appeared possible and Mayor
Ragsdale asked for KKB to help gather information about uncovered
vehicles and to do tarp law awareness at County convenience centers.
Seed will work with Tom on the information gathering process.
- Tom spoke to the Southhaven neighborhood
association and introduced a "Good Neighbors" guide to help
neighborhoods address litter and blight issues.
- Tom and Emily met with Doug McGill of
Waste Connections and confirmed a GAC sponsorship of $1,000. Doug
McGill, a past Beautification Board member, is interested in rejoining
the board.
- Seed and Emily have taken over Youth
Advisory Board duties and have met with the group twice in February.
The YAB is looking at what projects it can complete by the end of the
school year.
- Emily and the interns have sent out
information to the radio stations, the weekly newspapers and the
school administrative bulletin on GAC.
- Website: 3,625 web site pageviews for
February 2005.
Beautification
- Tom met with the Cemetery Preservation
committee twice in February to work out details of a big cemetery
cleanup effort in March. At the request of KKB, Waste Connections is
donating two open-top containers for one of the cemetery sites on
March 19th.
Waste Reduction
- There were no specific waste reduction
projects in July 2004.
- Emily represented KKB at the Earthfest
planning meeting and confirmed KKB's role in the event to be held in
April.
Awards & Recognition
- Tom and Tisha Calabrese-Benton attended
the Keep Tennessee Beautiful/TDOT biennial awards luncheon in
Nashville. KKB received three first place awards for Development of
the Don't Throw Down slogan, the Mayor's Radio Campaign and for having
the most comprehensive GAC in Tennessee. We also received award grants
of $3,000.
Membership
- Regular membership donations are $494.50
for February.
- Pledge campaign phone banking results
were $1,650 for February. Emily contacted the board members prior to
the event
Other
- KKB staff attended a one day workshop in
Nashville. Seed, Emily and Tom learned about Leadership vs. Management
(POWER), got an overview of state-wide KAB programs, and learned about
KAB's mission and function.
- We now have three non-paid interns
working in the office. They will help with GAC promotion and other
duties.
Great American Cleanup™
All dates are set for the event.
A handout was distributed.
Youth Advisory Board
Seed and Emily reported that the
Youth Advisory Board was meeting again but attendance was low.
Unfinished Business
There was no unfinished business
discussed.
New Business
Tom reported on a meeting with Mayor Ragsdale, Mike Moyers and Mr.
Lay about the County Litter Ordinance improvements. Ragsdale was
supportive of changes to the ordinance and doing an awareness
intervention at the convenience centers. He also was supportive of the
idea of a law requiring trash in the County to be in a container. KKB
will lead an effort to improve covered load compliance at the
Convenience Centers.
Mark Cawood has agreed to produce several
signs to place near the Bearden BiLo Greenway after a cleanup. Tom will
provide the artwork.
