Minutes for May 2005

Present: Tisha Calabrese-Benton, Harold Byrd, Mark Cawood, Johnnie Conner, Stevan Curtis, Neal Denton, Martha Dooley, Mary Lou Horner, Gary Loe, Sam Maynard, Edythe McNabb, Page Pratt-Greene, Susan Rudell, Goldie Simpkins, Sarah Surak and Tim Wheeler

Call to Order
The meeting was called to order by Page Pratt-Greene at 12:15. There was a quorum for this meeting.

Approval of the Minutes
Page asked board members to review the minutes from the April 2005 board retreat. Mary Lou made a motion to approve and Mark Cawood seconded the motion. Approval was unanimous.

Keep Knoxville Beautiful 2005 Nominating Committee Report

I. ELECTION OF NEW BOARD MEMBERS TO THREE-YEAR TERMS - The nominating committee recommends the following board prospects be elected to three-year terms as new board members:

    1. Shirley Nash-Pitts (08)
    2. Dino Cartwright (08)
    3. Ray Clift (08)
    4. Sarah Surak (08)

II. ELECTION OF CURRENT BOARD MEMBERS TO A 2nd THREE-YEAR TERM - The nominating committee recommends the following current board members be elected to a NEW three-year term:

    1. Johnnie Conner (08)
    2. Cassandra McGee (08)
    3. Harold Byrd (08)

III. ELECTION OF SPECIAL DIRECTORS TO ONE-YEAR TERMS – The nominating committee recommends the following be elected as Special Directors:

  1. Darren Rhines representing KUB
  2. David Collins representing architects/designers
  3. Mary Lou Horner, president emeritus
  4. Edythe McNabb representing Knox County Solid Waste board
  5. Neal Denton for agricultural/landscaping expertise
  6. Doug McGill representing waste handling industry
  7. Garrett Wagley representing the Chamber Partnership
  8. Jenny Raines representing CPA's
  9. Martha Dooley representing Knox County Sheriff's Office
  10. Page Pratt Greene representing realtors
  11. Sam Maynard representing historic museums
  12. Tim Wheeler representing Knox County Courts

IV. ELECTION OF OFFICERS – The nominating committee recommends the following be elected as officers for the 2005-2006 year (the President is not elected now, having been previously elected as President-Elect):

  1. President-Elect - Harold Byrd
  2. Internal Vice President - Terry Faulkner
  3. External Vice President - Mark Cawood
  4. Treasurer – Martha Dooley
  5. Secretary - Sarah Surak

V. NO ACTION REQUIRED - The nominating committee recommends the following: Phyllis Fansler, Jan Hutchison, Susan Rudell and Lori Tucker will rotate off the board for at least one year. Cassandra McGee becomes president, having served as president-elect for one year. The following current board members will continue in their present terms: Janet McGaha (06), Keith Austin (06), Mark Brown (06), Mark Cawood (06), Susan Long (06), Gary Loe (07), Goldie Simpkins (07), Ken Bodie (07), Scott Frith (07), Stevan Curtis (07), Terry Faulkner (07), and Tisha Calabrese Benton (07).


Tim made a motion that the officers be elected. Sam seconded the motion. There was no discussion. Approval was unanimous. Mark Cawood made a motion that the other board members be elected as presented. Johnnie Conner seconded the motion. There was no discussion. Approval was unanimous.

Page began a discussion on formally asking Sheriff Hutchison and Chief Owen to ask their officers to write a minimum of one litter citation per year. There was some discussion with no objections. Mark made a motion that we make this appeal to law enforcement. Tim seconded the motion. Approval was unanimous. Martha agreed to set up a meeting with the Sheriff.

The budget committee meeting is set for 5/24 at noon at Riverside. Budget committee will include: Tim Wheeler, Sarah Surak, Jenny Raines, Page Pratt Greene and Cassandra McGee.

The Orchids & Onions committee meeting is set for 5/18 at Chesapeakes at noon. Committee will include: Mary Lou Horner, Page Pratt Greene, Gary Loe, Edythe McNabb, Shirley Nash Pitts, Ray Clift, Darren Rhines, Keith Austin, Ken Bodie, Harold Byrd, Janet McGaha and Sam Maynard. Mark Cawood suggested that the new Crown College (at the site of the old Levis plant in Powell) be nominated for an Orchid Award and that Mike Chase be considered for the KKB Community Service Award.

Executive Director's report – Tom Salter
Tom presented the Financial Statement and Summary for April 2005. Payroll is running about $2,000 less than last year and is just about where we want to be. Otherwise, our YTD income is nearly the same as last year and our overall expenses are lower. Tim made a motion to approve the financial statements, Martha seconded, approval was unanimous.

Activities Report - Tom Salter

Litter Prevention

  • A minimum of 54 groups have registered for the Great American Cleanup™. Preliminary reports show more then 55,000 pounds of litter collected and more than 1,000 volunteers participating.
  • Lamar Advertising sent KKB a notice that the final set of 10 small Don’t Throw Down on K-TOWN billboards will start going up in May. Staff has seen one new board on Broadway near 4th & Gill.
  • KKB had a large tent at Earthfest 2005. More than 150 citizens cast ballots for their favorite poster. Board members who volunteered include: Phyllis Fansler and Cassandra McGee. We had four other "family" member volunteers.
  • KKB had a large, free Don’t Throw Down on K-TOWN ad in the Earthfest 2005 Metro Pulse insert.
  • Website: 3,973 web site pageviews for April 2005. Average for the last 4 months is 4,125 per month. Pageviews for April ’04 were 2,309.

Beautification

  • KKB moderated a panel and had an information table at the 2005 Neighborhood Conference. Tim Wheeler volunteered to work the table. Tom Salter moderated the panel on Neighborhood Beautification including KKB board members Terry Faulkner and Scott Frith. Feedback was very positive.

Waste Reduction

  • KKB was responsible for recycling and waste disposal at Earthfest 2005. KKB had 3 recycling tents and 3 other sites where recyclables and trash were collected. The West Knoxville Optimist Club, UTK Business Fraternity Beta Alpha Psi and members of the Youth Advisory Board volunteered for these booths.

Awards & Recognition

  • KKB was listed in the James Agee Festival main program as a community partner. KKB frequently assigns community groups to do cleanups in Fort Sanders. KKB also supports Friends of the Fort and other groups that do cleanups in the Fort. Fort Sanders is also on the annual litter index route.
  • Approximately 230 people attended the 2005 Trash Bash presented by Calhoun’s on-the-River. Feedback was overwhelmingly positive. KKB presented certificates to top performing cleanup groups, poster contest winners and recognized sponsors and partners. Board members present included: Page Pratt Greene, Tim Wheeler, Mary Lou Horner, Phyllis Fansler, Terry Faulkner, Johnnie Conner, Sam Maynard, Martha Dooley and Gary Loe. WBIR, Channel 10, covered the Trash Bash and the story ran at least on Saturday evening.
  • Images from Earthfest, the Neighborhood Conference and the Trash Bash have been posted on the Blog.

Membership

  • New memberships fell to $50 in April. GAC sponsorship for $1,000 received from Waste Connections.

Other

  • Tom attended a day-long conference in Nashville called "Changing Behavior When There is No Crisis" designed for people who work on environmental issues. The content had positive implications for our efforts to increase the number of citations written and to change behavior with covered loads.
  • Several representatives of KKB attended Mayor Haslam’s budget address. KKB’s City allocation is increased by $200 to $4,000.

Great American Cleanup™
Emily reported on some preliminary results from the Great American Cleanup™: about 55,000 pounds of litter cleaned up, 54 groups and more than 1,000 volunteers participated.

Youth Advisory Board
Youth Advisory Board has finished meeting for the year. A UT graduate school class (including Sarah Surak) has done a review of the YAB management and has made several recommendations that the staff is committed to implementing. One of those recommendations it to have more involvement by the Executive Director because of the frequent turnover in program coordinator and intern positions.

Unfinished Business
Tom reported the covered load awareness action is proceeding and that the bottle bill failed to make it out of committee in the legislature.

New Business
Tom pointed out that KKB will participate in the annual Flag Day program that includes a formal flag retirement ceremony on June 11 at the Elks Lodge on Lonas Drive.

Gary Loe suggested that the YAB might be able to raise some money for KKB by operating a coat check service at the Emporium during events.
