Call to Order

The meeting was called to order by Harold Byrd at 12:10.  There was not a quorum for this meeting (13/28).

Approval of the Minutes

Harold asked board members to review the minutes from the November 2005 board meeting.  Mary Lou made a motion to approve and Doug McGill seconded the motion.  Approval was unanimous.

Presidents Report – Harold Byrd

Harold announced that Cassandra McGee has regretfully asked to step down from her position as board president due to pressing demands form her new job.  She will remain on the board for the time being.  There was a brief discussion about Harold becoming the board president because he is the current president-elect.  There was also a precedent for Harold to assume the position because several years ago when Sam Maynard was president he resigned mid-term to take a job in Florida.  Tim Wheeler was president-elect at the time and served the remainder of Sam’s term and a full term the next year.

Harold reminded everyone to submit any names they may be thinking of for nominations for new board members.  Mark Cawood suggested Bill Baugh with Shoney’s.

A volunteer sign up sheet for donor phone banking and the Women’s Expo was distributed.

There was a discussion of the board’s formal statement on the bottle bill legislation.  Both statements passed with 19 board members participating in on-line voting.  There was a discussion about sending the results from the board to the Knox County legislative delegation but there was no quorum and no vote could be taken.

Harold asked the First Impressions committee to schedule a meeting.  Committee members include Ray Clift, Gary Loe, Gary Drinnen, Darrin Rhines and Terry Faulkner.  Drinnen agreed to convene the group.

Executive Director's report – Tom Salter

Tom presented the Financial Statement and Summary for February 2006.  A motion was made by Mary Lou Horner to accept the report.  Sarah Surak seconded the motion.  The February 2006 financial statement and summary were accepted.  (Without a quorum).

Beautification

Great American Cleanup™

The kickoff for the 2006 Great American Cleanup™ will be Tuesday, March 7, 2006 at the Mabry-Hazen house.  A work day will precede the cleanup between 2 and 4:30 pm.

Youth Advisory Board
Tom showed a short web-based video of Youth Advisory Board describing their efforts to make Knoxville cleaner, greener and more beautiful.

Unfinished Business

There was a discussion about visits to waste haulers to inspect their tarping and other litter control systems.  Doug McGill suggested we start with Benson Henry at Waste Connections.  Tom will set up the meeting and let board members know when it will be in the event others want to attend.

New Business
Tom disclosed grant development work with KAB national that would involve KKB.  One is a large federal learn & serve grant and the other a more modest PET recycling promotion grant.  Doug McGill suggested that KKB study the Keep Blount Beautiful recycling education center to determine if we should do something like that here.  Mark Cawood reported that most of his citizen calls are about litter and that his personal cleanup netted 262 bags of trash along 3 miles of Oak Ridge Highway.
