Regular Meeting
Minutes for March 2007
Present: Harold Byrd,
Mark Cawood, Ray Clift, David Collins, Anne Felknor,

Call to Order
The meeting was called
to order by Harold Byrd at 12:20. There was not a quorum for the
meeting (9/19 regular directors). We need 10 regular directors for a
quorum.
Approval of the
Minutes
Harold asked for
approval of the minutes of the February 2007 meeting. Sara made a
motion to accept the minutes, Sam seconded the motion. Approval is not
official for lack of a quorum.
President’s Report –
Harold Byrd
Harold appointed Terry
Faulkner (president-elect), Ray Clift and Tim Wheeler to be the
nominating committee. All board members are obliged to recommend good
board prospects.
Date for donor phone
banking is April 10, 2006, from 4 to 6 at the KKB office. Tom will
provide board members with lists of names prior to the event.
A sign-up sheet for the
GAC kickoff and the Women’s Expo was distributed.
Executive Director's
report – Tom Salter
Tom presented the Financial Statement and Summary for
February 2007. All factors are positive for the month and YTD. Tom
reported that Bob Santore has provided him with proposed expenditures
for about $9,000 of the $13,381.48 balance for the South Knox
Beautification.
Tom disclosed to the board that KKB will manage a modest
grant from EPA to study the Sundown in the City Zero Waste Event and
create an event waste reduction guide. KKB will receive approximately
$5,500 from this grant to cover costs related to managing the Sundown
project.

Litter Prevention
- KKB shared space with the City
of Knoxville Solid Waste Department at the Booth at Dogwood House and Garden
Show. Dogwood volunteers: Anne Felknor, Katie Bennett, Lisa McMahan, Kellie
Morrison, Darrin Rhines, Janie McDow, Dave Collins, Mark Cawood, Sarah Surak,
Eric Smith, Harold Byrd, Sam Maynard, Mary Lou Horner, Billie Solomon, Melissa
Ouellette, and Joyce Hausman. Tom and Jillian also worked at the booth.
StopLitter and GAC™ flyers were distributed.

KKB provided gloves
and bags to Brookfield Acres for a cleanup.
- Twenty-three neighborhood groups
and organizations have registered to participate in the 2007 Great American
Cleanup™.

Gresham Middle
School has signed on as a new Litter Free School.
- Friends of the Fort Cleanup did
a cleanup near Grand Avenue. Stephanie worked the cleanup for KKB. About 30 UT
students participated and a pickup truck load (about 20 bags) of bags was picked
up.
- The Keep Tennessee Beautiful
Advisory Council (Tom is a member) approved new language to update the state
litter ordinance at its meeting in Nashville. The new language was delivered in
person to Senator Tim Burchett who sponsored the bill in the Senate. A house
member from Memphis is co-sponsor.
- KKB continues to receive surveys
from regional police agencies on litter citation practices. As of today 25
surveys have been received and data is being analyzed and prepared for release.
We do not plan to release the names of any specific police agencies – only the
data.

The Dogwood parade
committee met. KKB’s float will have a litter theme.
Recycling
- The GAC™ poster
contest will have one new sponsor and one return sponsor. SP Recycling will
look at funding half the cost of our EarthFest tent. The National Dairy Council
will provide prizes for winners and seek financial support for the tent from
Flav-O-Rich, the milk supplier for Knox County Schools.
- Four new schools
signed up for Students for Recycling: Mount Olive Elementary, Sterchi
Elementary, Chilhowee Intermediate and Gresham Middle School. Two more schools
are being targeted for participation.
- Tom sat in on the
Solid Waste Board meeting at the Solway Greenwaste Facility. There was a
spirited exchange between board members and citizens who live near the facility
about odor control.
Beautification
- Stephanie and Jill did a Talking
Tree presentation at Arnstein Jewish Community Center. The presentation
included a discussion of trees, animals who live in trees, how people need to
help trees and reading from a short book. About 50 students participated.
- KKB has been approached by the
new director of DWAF to help them plan a drive to plant 50,000 dogwood trees by
the kickoff of the 2010 festival. That will be DWAF’s 50th
anniversary.
- Tom toured a major brush
clearing project by South Knox Beautification at the Seymour Fire Department.
Membership

$225 in membership
donations were received in February.

KKB began using the
$1,000 Sam’s Club card won last year in the national recycling
competition.
Media
- Tom appeared on the Hallerin
Hill show for 45 minutes to promote the Great American Cleanup™. The focus was
on urging homeowners and businesses to pick up trash on private property that
belongs to them.
- The News Sentinel did a short
item on our state awards with information about signing up for the Great
American Cleanup™.
- KKB website pageviews for
February 2007 – 2,137. (we have switched to a new hit counting system that
ignores hits from our office computers).
Other

KKB’s request for
funding from Knox County was submitted on time.

We have a new YAB
member from Fulton High School.
-
Planning to make
EarthFest and Sundown in the City zero-waste events is proceeding.
Great
American Cleanup™
A handout was
distributed with an overview of all the activities planned for GAC™
2007. Events include: Kickoff, Neighborhood Cleanups, (UTK) Campus
Cleanups, River Rescue, Williams Creek Cleanup, Poster Contest, Trash
Bash and more.
Unfinished/Ongoing Business
There was no other unfinished or ongoing business.
New Business
There was a brief discussion of the DWAF parade float.
