State Program 2005-07 (in brief)

Education

Support of planning, policies and procedures, adequately and equitably funded, which are directed toward optimum educational benefits for each child; fair evaluation procedures; superintendents appointed by elected school boards; mandatory kindergarten.

Financing State and Local Government

Support of a fair and equitable system of taxation that reflects taxpayer ability to pay for the proper funding and function of state and local government services. Enactment of a broad-based personal income tax and repeal of the Hall income tax; decreased reliance on sales taxes at both state and local government levels to include elimination of the sales tax on food; increased use of certain user fees.

Health Care

Support of a comprehensive health service system which emphasizes cost-effective, preventive health care and widespread health education efforts that serves all Tennesseans. This system must be a cooperative effort involving individuals, parents, health care providers, schools and the public and private sectors. Citizens should assume the primary financial responsibility for their own and their children's health care, with a sliding fee scale for publicly financed services.

Judicial Organization

Support for reform in the judicial system, particularly in the areas of redistricting, uniform structure, and methods for the discipline and removal of judges. The League supports retention of the Modified Missouri Plan for selection of judges at the appellate level.

Juvenile Services

Support for a coordinated statewide system of services for troubled/at-risk children, with emphasis on prevention, early intervention and rehabilitation. The League supports a statewide juvenile justice system based on uniformity, equity, accessibility and accountability.
