- What relevant
experience do you have, including previous public offices held?
I have been involved in the legal profession for over twenty
years. I started my career in private
practice in my wife’s hometown of Lafollette,
Tennessee. As a practicing attorney I have represented
both plaintiffs and defendant insurance companies in workers compensation
litigation, personal injury litigation and commercial and business
matters. In private practice I also
engaged in criminal defense, various domestic matters and dealt with probate
issues. In 1990 I was elected as General
Sessions Judge in Campbell
County where I served
until 1998. During that tenure I
exercised jurisdiction for cases involving domestic relations, criminal, civil
and juvenile issues. I returned home in
2002 as an Assistant District Attorney for Blount County
where I have prosecuted numerous misdemeanor and felony offenses, including
homicides.

F. What
unique qualities, besides the above leadership skills, do you have to
contribute to this office?
My unique quality is simply practical experience. I was raised in a large working class family
and understood the importance of a strong work ethic from an early age. Coming
from a blue collar family into a white collar profession I have become friends
or acquaintances with the full spectrum of Blount County
residents. This basic understanding of a
diverse group of individuals is a key quality to exercising fair and impartial
judgment to litigants who find themselves looking to the court for answers.
II. Questions about your understanding of the office you
are seeking:
- What do you see as the
three most important functions of this office?
1. To
provide the citizens of Blount
County the continued
assurance they can trust in a fair and impartial judge.
2. To run an
efficient courtroom, recognizing everyone’s time is important.
3. To apply
the law equally to all citizens.
- What would you identify
as the three
most important issues facing Blount County
in the future?
I sincerely appreciate the efforts of the
League of Women Voters to help inform the electorate about individuals running
for local public office. While I welcome
the opportunity to share information about myself with the residents of the
county, the Code of Judicial Conduct places severe restrictions on a judicial
candidate’s ability to discuss specific issues.
Therefore, I respectfully must decline to provide any response.

CANDIDATES FOR JUDGE: Use a separate sheet to
answer these questions.
- How can a judge improve
the safety and security of Blount
County citizens?
Obviously a judge can take a hard position against criminal
defendants and improve the safety and security of Blount County
citizens by simply removing the criminal element from the streets. Like any other Blount County
father and husband I would personally like to see the judicial system provide
significant consequences to criminals to deter their future bad acts. As a lawyer and a judge I have a professional
commitment to keep an open mind while on the bench, regardless of my own
personal views. The integrity of the
Constitution and the laws of the state are more important than my personal
views and must always be followed.
- What can be done to
ensure the safety of and respect for victims of domestic violence or other
crimes in your court?
Blount
County is fortunate to
have an excellent combination of services currently in place to ensure the
safety and respect for victims. The
manner in which domestic violence cases are dealt with in this county is
exceptional. There is currently a
domestic violence docket dedicated to domestic violence cases. District Attorney General Mike Flynn has
established a special prosecutor for domestic cases which has enhanced the prosecutorial
process of domestic cases. By having a
full time prosecutor more attention can be paid to both the individual crimes
being addressed as well as to the individual victims of domestic cases. The General Sessions Judge working in concert
with the District Attorney routinely places those convicted of domestic crimes
in various programs including counseling, anger management classes, drug and
alcohol programs as well as various probation arrangements. I feel it’s important to maintain a good
working relationship with law enforcement and the district attorney’s office,
as far as allowed by the law, to continuously look for ways to improve what I
currently perceive as an excellent county service.
