Implementation strategy

Create an atmosphere that encourages and facilitates agreements between area governments at all levels to share ideas, resources and cultural traditions in ways that cannot be achieved individually. At the appropriate time, establish a nine county Regional Council of Governments.

Why should we commit to this strategy?

It will provide governments a forum for communication and facilitation, eliminating levels of duplication. The strategy will result in greater and more even economicdevelopment of the area.

What action steps do we need to take to implement the strategy?

Establish Nine-County Round Table(s) for identifying and coordinating agreements,which may address the following areas:

  • · Bulk purchasing.
  • · Technical assistance sharing.
  • · Computer data networking and standardizing.
  • · Vehicle maintenance.
  • · Insurance.
  • · (Education) integration of learning tools/ methods.
  • · Institute a Geographic Information System (GIS) for utilities, law enforcement, planning and emergency services.
  • · Public utility consolidations and uniform standards.
  • · Emergency services.
  • · Solid-waste management.
  • · Industrial development.
  • · Regional tourism development.
  • · Transportation planning.

What will it cost to implement the action steps and strategy?

There will be some short-term costs in instituting and coordinating cooperative services. Funding and planning objectives may be achieved by using a tax by use, class and zone.  Long-term benefits should greatly outweigh short-term costs.
