  • 11.1 Mass Transit/Rail
    • Goal
    • A region linked through a rapid transit rail system that is efficient, accessible, environmentally friendly and connected with national high speed rail systems.
    • Top Five Strategies for this Goal
      • 11.1.1 Form a regional nine-county transit authority.
      • 11.1.2 Utilize existing rail and road right-of-ways wherever possible.
      • 11.1.3 Generate public support for the project through mass media, local chambers of commerce and education about economic and environmental impacts.
      • 11.1.4 Develop Norfolk Southern downtown Knoxville to Maryville rail spur as first active light rail system and link into Chattanooga/Atlanta and other proposed inter-city passenger rail systems.
      • 11.1.5 Coordinate planning and lobbying efforts with other Tennessee metro areas.
  • 11.2 Public Transit/Buses
    • Goal
    • A region-wide bus transportation system that is rapid, affordable, reliable, environmentally friendly, safe, economic and efficient.  The system is linked to other forms of transportation and is responsive to the needs of a diverse population. It enables citizens to fully enjoy the region's social and cultural amenities and it minimize the use of personal vehicles.
    • Top Five Strategies for this Goal
      • 11.2.1 Seek grants to identify the needs of the nine-counties; improve existing bus systems; develop, fund and operate a network of new bus systems that are linked to provide regional transportation.
      • 11.2.2 Identify the current public/private transit system in each region to determine what is needed to coordinate the region’s systems.
      • 11.2.3 Improve the existing regional organizations to be responsive to the desires of the regions they serve.
      • 11.2.4 Foster partnerships between different levels of government, the private sector and non-government organizations.
      • 11.2.5 Form a committee representing our region’s diverse population to explain specific needs of the population related to public transit; that committee would in a timely manner create a list of recommendations based on needs.
  • 11.3 Roads
    • Goal
    • A region served by an improved network of federal, state and local highways.
    • Top Four Strategies for this Goal
      • 11.3.1 Design and contract or reconstruct rural roads with adequate lane and shoulder widths, improve sight distance at hills and make intersections safer.
      • 11.3.2 Create a unified coalition between the nine counties to lobby the state legislature and highway department to put priority on our specific prioritized list of projects including long-range planning, design and construction of a nine-county transportation system.
      • 11.3.3 Form an organization that will work with federal, state and local authorities to carry out the planning, design and construction of an improved highway system incorporating the themes we have decided upon.
      • 11.3.4 Improve the highway system throughout the region and network other systems such as existing interstates and other roads with it.
  • 11.4 Congestion
    • Goal
    • A transportation system that moves people and goods and that is safe, efficient and accessible.
    • Top Five Strategies for this Goal
      • 11.4.1 Develop a master plan for a multi-modal, regional transportation system that utilizes the best practices for construction, traffic control and accessibility (while giving full consideration to preserving the quality of our communities and natural environment).
      • 11.4.2 Expand the planning process to include non-traditional solutions including alternative modes and technology.
      • 11.4.3 Install “traffic-sensitive” signal systems.
      • 11.4.4 Create incentive for developers to develop areas in or near established locations in the city.
      • 11.4.5 Implement regional traffic plan to by-pass through traffic and improve local traffic flows utilizing better planning and technology.
