City staff has replied via Athanasia ...

"The proposal from Sustainable Future was reviewed by staff in the
electrical department and public works and the directors in these
departments believe that the city should not pay a private company to
help us make changes since the TVA study has addressed many of these
same areas of concern. City staff is looking into ways of reducing
consumption of fuel and electricity and thereby saving
money. Research is still being conducted and I'll provide updates to
you all as I receive them."

I think this is an understandable and not a surprising response from
City staff. Nor do I want to pay outside contractors for work that
can and should be accomplished by our own competent staff.

However, the statement that "TVA study has addressed many of these
same areas of concern." is ambiguous. The details of what the City
Staff is doing could be addressed more formally to EQAB - now, not
later. I would like to hear what the City Staff is doing aside from
Athansia's contribution and answering her questions. Seems reasonable
to me that EQAB and the City staff would want to work cooperatively
as we go along. What research is being conducted? In the opinion of
City staff, what points of the Sustainable Future program are covered
by the TVA study? Not covered?
