[EQAB-list] Proposal from Sustainable Future

First, I'll be careful here to recuse myself from saying anything  
about the Proposal, since Sustainable Future and the folks I work for  
have a business relationship.

As to what Fred said, I concur.
I believe last year's very weird weather (inc. the historic drought)  
has caused TVA to "get religion" re: energy security and the impact of  
climate change on TVA's business. That's well and good. However, while  
TVA's rhetoric on the airwaves in encouraging, their actual  
accomplishments in energy efficiency thus far are anemic at best.  
Their online tools for home energy efficiency need a lot of work, and  
I haven't seen any of their efficiency work for commercial /  
industrial users.

In sum, I doubt that the TVA's report to the City will be sufficient.  
The City will need extra guidance, maybe a lot of it, from us.
