[EQAB-list] formal recomendation re recycling reward needed from EQAB for 2nd reading

Dear Colleagues,

Mayor Pro-Tem Miller suggested to me at the Rotary Lunch today (I gave  
the green energy lecture which you all have seen) that it would be  
good if EQAB sent a formal letter to City Council recommending that  
the City proceed with recycling rewards program, well before the 2nd  
reading of the ordinance next month. I'd be happy to prepare a draft  
and show it to you all at our work session on the 27th. Then we send  
it to the City Clerk.

She also said that it would be helpful to make up a poster  
illustrating the material and cash flows involved in recyling, for the  
benefit of citizens who attend the Council Open House(?) on Nov 18(?).  
I'd be happy to do that, too.

I was somewhat chagrined the other night at Council's regular meeting  
to learn that a formal recommendation had not been made already, since  
I thought we had agreed to do that at the previous board meeting.  
Jackie recalled seeing an email or something, but nothing "formal".  
All's well that ends well, but it would be useful to have a template  
letter of approval for [whatever].
