[EQAB-list] formal recomendation re recycling reward needed from EQAB for 2nd reading

I believe that EQAB already did send a formal memo on this topic (I had a copy of it at one point), but for some reason it was not included in Council's packet. The memo was sent in early September so that it could be included in the Council agenda package for September  (when the RecycleBank proposal was originally expected to be on the agenda). Maybe it got overlooked due to the delay, or maybe staff felt that it was unnecessary. Gary Cinder's letter in the packet did mention that EQAB had endorsed the program.
