[EQAB-list] Fwd: the recommendation

It's not clear to me this was actually sent out to Council, since I  
wasn't .cc'ed on whatever did go out. Jackie remembers seeing some  
brief note.

I have all the signal traffic from 04-08Sep, and it's clear EQAB did  
approve the full motion (rewards PLUS single-stream), notwithstanding  
concerns re S&H Green Stamps.
