Thank you Jackie. I'm impressed with the "electronic process" that you pointed out to give the public access to Council agendas and resolutions. However the website doesn't show "....The memorandum from Gary Cinder, the Director of Public Works, that was included in the agenda packet for Monday’s Council meeting contained a statement indicating that the proposed new recycling program has received the endorsement of EQAB...."
Since there is a "process" in place, is there anything that EQAB should do now to assure that the EQAB recommendation on the recycling program is an official resolution.
I'm sure we'll talk about "the resolution process" and submitting our recommendations/resolutions at our next EQAB meeting.

I can confirm for a fact that no formal communication from EQAB to City Council on the subject of the recycling proposal was received in this office for distribution to the Council. Perhaps the communication was addressed to the City Manager instead of the Council. I cannot determine if this is the case because neither the City Manager nor his assistant are here today. The memorandum from Gary Cinder, the Director of Public Works, that was included in the agenda packet for Monday’s Council meeting contained a statement indicating that the proposed new recycling program has received the endorsement of EQAB.
Since I have already taken the liberty of injecting myself into your discussion, I would like to go a little further because I think it just might be helpful to you to see how City Boards generally report to the Council on matters that have been referred to them. If you will go onto the City’s web site, www.cortn.org, hit “Council Agendas” on the right tier, pull up the agenda packet for the October 20, 2008 meeting and go to the first resolution under General Resolutions (accesses to East Tulsa Road and Tuskegee Drive), you will find that the packet contains a memorandum from the Traffic Safety Advisory Board transmitting its recommendations regarding the subject accesses. This not only places the Board on record but allows the Council to have first-hand knowledge of the Board’s deliberations on the subject.
