Good points. Note that the city manager is hoping that EQAB will make a recommendation on recycling. 

Regarding costs and benefits, I asked staff for information on (1)  information on how any changes in collection costs and costs of hauling to the landfill would or might affect  the cost of our contract with Waste Connections, (2) the amount that the city pays for disposal of its Roane County garbage and (3) the amount that Anderson County pays for disposal of garbage collected in the Anderson County part of the city. Waste Connections is projecting a 25% reduction in landfilled waste (that's the size of the reduction if waste diversion increases from 10% to 33%), so the costs to these government units for disposing of waste should decrease 25%. 

Staff did not provide quantitative answers to these questions. The city manager said: "We have discussed these questions and it is my understanding that there is very little financial benefits to the City or County in this effort." The public works director said: "All residential solid waste disposed at the Chestnut Ridge landfill, generated in Anderson County, is billed by the landfill operator, Waste Management, to the County.  Any reduction in tonnage to the landfill would be a direct cost reduction to the County.  The City has never had a way to share in any savings resulting from our recycling efforts.  It has always been seen as the environmentally proper thing to do.  The proposed Recycle Bank program is an incentive program to drive the diverted tonnage up."
