I did get some suggestions.  I have incorporated many into the attached
revision.
My husband has done his famous editing.  He is the comma "king."

Including the schools in the community is based on a definition in the ICLEI
model.  I didn't want to go into detail in the press release.  We know the
Board of Education is not independent because it doesn't raise its own
funds, but it does manage those funds.
