As noted by Ellen the metro cities have access to grants that are not eligible to receive. We have talked with John Morgan in the Governor's office about weatherization funding and will be applying for a grant.

Knoxville is eligible for some grants that Oak Ridge is not eligible
for, as there are minimum population criteria for some of them. Oak
Ridge is pursuing weatherization funding through the state.
