[EQAB-list] website stuff

I've created a few pages on my website to illustrate how a collection of
pages to collect public comment could look. See 
 http://ellensmith.org/blog/sustainability-ideas-for-oak-ridge/ for the
index page; it has links to two other pages. Each page has its own place
to submit comments.

You will notice that these pages have frames from my blog. That's just
an artifact of where I created the pages. If EQAB uses pages on the City
website, the pages will have the City's homepage as a frame. If another
website is used, EQAB could define its own frame.
