[EQAB-list] move to Access

I moved 4 of the topics last night (Tuesday). I will do the other two 
if I get the text.

I moved Air quality and transportation, built environment, 
government, and water.

Robert, I just labels your sub-groups as grp1-grp6. If you have MS 
Access I can hand it off long enough for your to re-label.  I will 
work with Athanasia to show her how to add columns, print reports, 
export back to text, etc.

So, Chuck and Joan could you send me your text versions.
