[EQAB-list] green neighborhoods

All, this is the recommendation that I made on green neighborhoods in
april... I shelved it for a time to let the others get organized and am
now putting it forth again as a recommendation... we have a tentative
outline for writing and presenting our report and will be looking at this
to see how to present it in that report... Pat Fain
