Placed there at the request of BCAAT Breathe Clean Air Action Team by the state EPA about three years ago. Mr. Crosby stated that his talk would focus on clean air and the successes his group has achieved in Blount and Louden Counties. They are currently focused on pollution consisting of 2.5 micron particles that are very small and very problematic to the human lungs. The primary producer of these particles are coal fired electric plants and diesel engines. Also open burning of 100 acres of woods would release into the air as much 2.5 micron particles as would be produced by all of the automobiles on the highway in Blount County in one year. He stated that Loudon and Blount Counties and Lenoir City have all banned open burning including the use of an air curtain. He also discussed some issues on being in a non attainment area and the ramifications for those areas. Anderson County is in a non attainment area. Regular Agenda, amended, moved and approved. Sustainability: EQAB had a special called meeting on July 31, 2009 for two purposes: (1) To finalize recommendations to council on carbon reduction for the city government and for the residents and businesses within the city and (2) to propose recommendations to the city council on the development of the waterfront. This meeting was held with 5 members present (Jimmy Groton, Pat Imperato, Joan Nelson, Fred Stephens and Pat Fain); three members present on the telephone and participating (Robert Kennedy, Bruce Nigh and Joe Wood). Later ruling that telephone presence cannot be counted toward a quorum nullified all voting and both matters were presented to the City Council as staff recommendations. The notes from this meeting are attached to these minutes and the proposals on Carbon Reduction contained therein were adopted by reference unanimously by motion of Fred Stephens and second by Robert Kennedy. Athanasia Senecal will attend the ICLEI meeting in Chattanooga September 23-5, 2009. Pat Fain was present at the City Council meeting in August that received the Carbўџџџ ўџџџ ўџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџџon Reduction Goals and was requested to answer several questions from the Council. The City Council approved the recommended goals. Outdoor Burning: board discussed the presentation made by Mr. Crosby and Mr. Pope and decided to keep this issue as a separate sustainability issue, not combined with the ICLEI report. Consensus was to make a recommendation based on what we believe is best for Oak Ridge after hearing from the Developers Forum, the OR Fire Department, several homeowners and concerned citizens, and other presenters. That recommendation being to cease all open burning, even with air curtain, within the city limits. Pat Imperato and Pat Fain to meet with Athanasia to draft recommendation and bring back to September meeting. Waterfront Development: At the work session of July 31, Pat Fain was requested to draft a document with recommendations to the Planning Commission concerning waterfront development. A draft was completed and discussed with several changes. Motion to send our recommendations to the Planning Commission and City Council was made by Fred Stephens and seconded by Pat Imperato, adopted unanimously. External Groups: LOC Boyd Carter. Boyd reported that he attended his first meeting and received a large packet of information. He will study this material for the next meeting and future reports. New Business: discussed the swap of land for damages to Watts Bar. Decided not to comment on the final draft formally. The Breakfast Rotary has requested a speaker and Pat Imperato has volunteered. Meeting adjourned 10pm Environmental Quality Advisory Committee Special Called Meeting June 31, 2009 Members present Members absent Jimmy Groton Mike Burns Pat Imperato Courtney Walls Joan Nelson Fred Stephens Guests: Pat Fain, secretary Denny Boss, city planning dept Present on Phones: Kathryn Baldwin, city plan. dept Robert Kennedy Bruce Nigh Staff: Athanasia Senecal Joe Wood The question of a quorum remains open until we can learn if the Council s rules allow participation and voting by telephone. Agenda for Special Meeting: Set proposed milestones for sustainability to submit to Council for August meeting and Recommendations to council and Planning Commission on waterfront development. Brief report from planning dept on their continuing interest in looking for green building codes and their progress in this area. Denny recently attended a conference and reported that there is now an active national effort to develop a National Green Building Code. This is not expected soon, but he did bring back a manual of standards that we can look at for direction. On Carbon Reduction goals: After long discussion the group, including the three members on the phone, agreed to the following: separate the city government goals from the community goals as we have much greater control over the actions of the city than of the community. City Goals: reduction of 10% by 2015; 50% by 2030; 80% by 2050 Community Goals: 5% by 2015; 30% by 2030; 70% by 2050 ( community thought to demonstrate lag of about 10 years over city government.) Motion to recommend these goals to the City Council made by Fred Stephens and second Robert Kennedy. Approved unanimously All three people hooked into meeting via phone hung up at this point. Discussion of recommendations on waterfront: At the last regular meeting liason from Planning Commission, Chuck Agle, requested advice from EQAB on waterfront development and building of a covered marina in particular. The discussion listed a number of ways that the development could showcase the city commitment to green, environmentally friendly development. The members present also discussed a covered Marina/boat slip and decided to recommend to the full EQAB at the August 6, 2009 that we not support a powerboat/covered boatslip use of the waterfront. Committee will recommend the use of human powered water vehicles and electric vehicles only and that all non-electric power boats be banned except for those specifically used by the rowers in their activities. Pat Fain was requested to write a first draft of our recommendations for distribution to all members with full discussion and vote to take place at the next regular meeting.
