[Tasl] cutting library funds??

I know most of us are experiencing budget issues.  Yesterday I heard from someone in the county office... 
At the present time, there will be no funds allocated for the purchase of library materials.  This could and may change but I have no way of knowing that at this time.
 
Of course, this will create all sorts of problems for me with standing orders that I have, maintance of AR and all sorts of things i need to purchase for the library.
 
I thought these funds came directly from the state for school libraries.  If you have any insight or help on this very pressing issue, please contact me.
