Haw Ridge is an Oak Ridge City Park under
the jurisdiction of the Parks and Recreation Office. The 780-acre Park lies on the shore of
Melton Hill Lake in the southeast corner of the City.

- In March 1996, development of a soccer complex on a 25 acre plot off Tuskegee Drive across
from South Hills Golf course in Oak Ridge was proposed.
In the 1997 City budget this complex was to be initiated in cooperation with volunteers from the
soccer community. An agreement was made between the city and the soccer community that stipulated that
the soccer
community will provide labor and funding to develop the soccer fields and the city will provide
the bathroom and concessions area as well as paving the parking lot. The initial plan was for
four large fields, two small fields, and parking for 200 cars.
- On June 22, 1998, Oak Ridge City Council rescinded the designation of Tuskegee Drive and
instead designated a portion of Haw Ridge for future
soccer development. Also, approved construction of parking areas, restrooms, and the provision of
utilities for the site as previously planned, as funding is made available.
- On September 25, 2001, the City Council voted to accept the low bid for an irrigation
pump to provide water to Centennial Golf Course and the proposed Haw Ridge Soccer Complex.
- On November 5, 2001, a resolution
approving a Right of Use Agreement between the City of Oak Ridge, the Soccer Club of Oak
Ridge (SCOR), and the American Youth Soccer Organization
(AYSO-390) was adopted by unanimous voice vote of
the Oak Ridge City Council. This agreement
provides for long-term access and use of the proposed soccer complex located on an 80.3-acre
Haw Ridge tract.
- On August 1, 2002, City voters reject a referendum on borrowing $23.2 million to fund capital
maintenance and improvement projects.
- On November 25, 2002, the Planning Commission ranked the construction of a soccer complex at Haw
Ridge as medium priority within the draft Capital Improvements Project for FY2004-9.
- On December 9, 2002, funding for the Haw Ridge soccer complex was divided up so that funding
could begin in FY 2004. The $275,000 capital projects funds originally allocated for FY2005 were
divided into $70000 for FY2004, $70000 for FY2005, $70000 for FY2006, and $65000 for FY2007.
- On February 3, 2003, in response to a voter rejection of a borrowing referendum, City Council adopts
legislation that prohibits new borrowing for capital projects until fiscal year 2006, postponing full City
funding for the soccer complex indefinitely.
- In January of 2004, 4000 cubic yards of dredged material from Melton Hill was added to Field 1 at the
complex. The City spent $30000 on improvements at the site including an access road and grading of dredged materials
from Melton Hill.

- In December of 2004, Duratek agreed to contribute $30000 to assist in preparing Field 2 for use in Fall 2005 and
for naming rights at the field.
