click here for a printed version

A number of aspects on how to run a SCOR team are covered in the:

However, a number of other things are not. This is a list of commonly asked questions for managers (as well as parents and players). It will be updated as appropriate.

Who are the other team managers and how can I contact them?
Contact information for current SCOR team managers and coaches can be found here. There is also an email list consisting of team managers that you can email with questions, each team manager is subscribed to it and the address is scormanager@yahoogroups.com.  A list of opposing team contacts will be emailed to you with your league schedule.

What are the fees for playing in SCOR?
Fees for 2006/07 are as follows:

Teams Playing both Fall and Spring:

$60 per player ($30 TSSA, $30 SCOR) + $15 if player does not reside in OR

$30 per coach and assistant coach ($30 TSSA)

$40 assignor fee per team

Teams playing one season only:

$50 per player ($30 TSSA, $15 SCOR) + $10 if player does not reside in OR

$30 per coach and assistant coach ($30 TSSA)

$20 assignor fee per team

What are other fees are associated with running a team?

Uniforms: teams select uniforms, each player needs a dark and a light jersey, shorts, and socks- prices for a full set range from $50-$150 per player

Referee fees: age-dependent, current rates range from $21-$36 per game, see current league rules

Tournament entry fees: tournament-dependent, generally around $350-$500 for local tournaments, up to $750 for high-profile tournaments

Coaching fees: can range from $0-$1000 per month

Equipment: (first aid kit, team balls, mesh practice jerseys, etc. as needed)

Travel expenses: depends on number of travel tournaments

How do I get practice fields/times?
Every season SCOR submits field requests and proof of insurance to the City and to Oak Ridge schools. Once field requests are approved, there is a pre-season coaches meeting where teams sign up for practice fields, with priority going from oldest to youngest teams. Please do not practice on City or School fields until paperwork is completed and a permit is granted.

What pre-season paperwork do I need to complete?
If you are going to play in the East Tennessee Youth Soccer League, you need to submit a league application directly to the league president that includes which weekends your team does not wish to have league games scheduled due to tournaments or other commitments. These are generally due in early August before the Fall season and early February before the Spring season.

For the team, you need to submit a player roster to the SCOR registrar with the appropriate fees. This should be done by late July. For each player, you need to have a:

current notarized medical release form

copy of birth certificate

parent signature on City of Oak Ridge release form

player commitment letter (copy sent to registrar)

a 1 inch square picture of the player for the player card

How do I add (or drop) a player to the roster after the season has started?
Previously unregistered players can be added to a team roster by having the player and parents complete a player commitment letter and turning into the registrar with the appropriate fees. There is no charge for dropping a player as long as the player card is turned in with the drop form.

Can I use guest players from other registered teams?
Guest players are allowed as substitutes for missing team players in league games, up to 3 per game. Tournaments each have their own rules concerning guest players. Guest players are subject to recruiting rule restrictions, discussed in the next question.

Recruiting restrictions
Recruiting of registered competitive players on other teams, including the use of guest players, is restricted by Policy 26 of the TSSA, and can be found here.

What do we need to bring to league/tournament games?
After your roster is submitted by SCOR and accepted by TSSA, you will get back player cards for each player. Affix a one-inch picture of each player, have the player sign the card, and have it laminated. The roster, player cards, along with the notarized medical release forms, are required at all games. You should have a copy of the roster to give to the ref. The notarized medical release forms should also be present at all practices. To simplify the process of making sure everything gets to the field, most team managers construct a notebook that contains:

birth certificate copies

player cards

team roster copies

notarized medical releases

What is my role on the SCOR Board?
Team managers serve as voting members of SCOR. They therefore have a vote on elections and matters voted upon at SCOR board meetings.

How do I file a medical claim form for an injured player?
SCOR has insurance through the TSSA and it is provided by Bollinger. The form for a medical claim can be found here. (requires Adobe Reader)

Are there SCOR restrictions on team names or colors?
Not right now.  The SCOR Executive Committee is studying the possibility of selecting a common name each for girls teams and boys teams

Where can our players get supplemental skills training, goalkeeper training, fitness training?
Area camps are conducted during the Summer and Winter breaks at various venues within and outside of the Knoxville area.

Do we need to schedule our own refs, pay them?
The ref assignor is the SCOR scheduler for referees for home games in Oak Ridge, he will arrange for refs and assistants for all home games. For away games, the opposing team is responsible for providing the referees. For all games, home and away, both teams split the fees. Ref rates are provided in the latest Knox Metro Youth Soccer League rules which can be found here: Current League Rules

How do I cancel a scheduled game or (re)schedule an additional game in Oak Ridge?
The East Tennessee Youth Soccer League has recently begun fining teams for canceling or re-scheduling games except for inclement weather or field closure.  To change or cancel a game, a form must be submitted to the East Tennessee Soccer League President.

Can I schedule a practice/scrimmage for my team at Katie Hunter, LaSalle, or Milt Dickens?
No, these are game fields permitted by the City of Oak Ridge. Activities on these fields are limited to games played by teams in uniform with certified refs or permitted clinics/camps.

Where do I get information concerning a non-profit certificate for my club?

What about indoor soccer?
Indoor soccer is sponsored by the Tennessee Sports Complex in Lenoir City.  It is essentially independent of TSSA rules concerning player cards, rosters, etc.

How do I resolve team disputes concerning fees, playing time, selection of a coach, etc.?
Team issues and disputes should be resolved within the team if possible, a team meeting may be necessary. If the team discussions prove unsatisfactory, you may bring the matter to the attention of any Officer of SCOR by means of a written complaint. The bylaws of the constitution detail how SCOR will handle a written complaint.

Do we have to play in the Secret City Girls Invitational or KFC Adidas Cup Boys Classic tournament in the fall?

ALL teams are expected to help by volunteering at the Secret City Girls Invitational in some capacity.  Teams that do volunteer will receive a portion of the profit from the tournament.
