The Scarboro Day Care Center Board of Directors is composed of volunteers that reflects the diversity of the community and includes representation from its founding organization, Church Women United in the Oak Ridge area.
The Board of Directors is responsible for ensuring that the day care complies with regulations and guidelines as determined by the Department of Human Services and other stakeholders. The Board also develops and carries out governing policies, develops and controls operating funds, and oversees the distribution of capital assets for the benefit of Scarboro Day Care Center.
Board leadership includes the following divisions:

- Finance Committee
- Nominating Committee
- Personnel Committee
- Policy Committee
- Education Committee
