The mission of the Metropolitan Planning Commission (MPC) is to promote quality growth through comprehensive planning and land use controls. It also provides competent, objective advice to elected and appointed officials, involves the public in the planning process, and serves as an information resource for citizens and the business community. Neighbor of the Year Nominees Recognized and Honored by the Center for Neighborhood Development.

Recipient of the First Community Cornerstone Award for Northeast Knox County: Felicia Harris Hoehne, May 13, 1998.
Felicia Harris Hoehne, activist with the Spring Place Neighborhood Association, has been appointed to boards of two civic organizations.
She has joined the boards of the Center for Neighborhood Development and of the Knoxville Opera Company. The center helps fledgling neighborhood groups to organize, develop community plans, apply for grants and take on other improvement efforts.
Hoehne, who is a librarian for the University of Tennessee, was instrumental in the fight against a proposal to place an incinerator near Spring Place and is credited by residents with being the backbone of the neighborhood group. She has taken on many projects from beautification to setting up a neighborhood watch. These efforts won her a News-Sentinel Community Cornerstorn award in 1998.
