Neighbors Like Location

June 12 2007. Residents of the Wesley Neighborhood like a lot of things about living here, especially their location, established neighborhood, beauty, and their neighbors. They're most concerned about speeding, stop-sign running, rental houses, and property maintenance, among other issues. Read details of our Seventh Annual Neighborhood Survey.

Dues, Donations, & Surveys Are Welcomed

April 20 2007. Dues, donations and surveys are needed.

Dues. Wesley Neighbors depends on annual dues and additional donations to operate the community association. They are collected from all households in the neighborhood every May. Dues are only $10 per household, and additional donations in any amounts are needed, welcomed, and appreciated. A handy form for mailing your dues and donations is available in Adobe Acrobat format.

Surveys. We also survey the neighborhood for its opinions on community-related topics. Survey results help us know what's important to our neighbors so we can lead our association in the neighborhood's best interest. A handy form is available in Adobe Acrobat format.

The Wesley Neighborhood is a splendid part of the beautiful West Hills community in the west suburbs of the City of Knoxville. It's about five miles west of downtown and within walking distance to West Town Mall, the largest shopping mall in East Tennessee.

MISSION STATEMENT

Wesley Neighbors' mission is to build neighborliness and address quality-of-life needs in the community such as traffic safety, littering, and codes enforcement.

MEETINGS AND EVENTS

Business Meetings
Wesley Neighbors meets on the first Monday of most months at the West Knoxville Public Library at 100 Golf Club Road. Meetings start at 6:30 p.m. sharp and end by 8 p.m. Meeting months are January, February, March, April, May, June, September, October, and November. These meetings are open to the public. No business meeting is held in July, August, or September.

National Night Out
Wesley Neighbors participates in the Knoxville Police Department's National Night Out every August. The date is set by the Police Department. Neighbors and police officers mingle in a totally social environment at the home of Tom and Sue Arnhart. The Police Department gives a different presentation each year such as last year's demonstration of the Mobile Crime Lab and the previous year's K-9 canine demonstration. Watermelon, lemonade, and other refreshments are provided on the tailgate of Steve Ellis' pickup truck. No Wesley business is conducted at this event.

Holiday Dinner
Neighbors meet at an area restaurant on the first Monday of December for another social event. Past guest speakers include Todd Howell of Channel 10, Don Dare of Channel 6, Ted Hall of Channel 10, and Russell Biven of Channel 10.

ACTIVITIES

Traffic Safety
With traffic safety being a long-standing concern in the neighborhood, Wesley Neighbors has been seeking traffic calming and traffic enforcement since the association's inception. Check out our Traffic Safety page.

Pedestrian Safety
A sidewalk that Wesley Neighbors advocated was built through the heart of the Wesley Neighborhood in 2003/2004 to help make it safer for pedestrians. Children walking to school, people walking or jogging for exercise, and neighbors walking their dogs are be able to do so safely on a concrete sidewalk behind a grassy buffer.

A pedestrian crosswalk across Kingston Pike that Wesley Neighbors requested enables residents to cross this busy boulevard safely when using the Knoxville Area Transit buses. Many of our residents use the KAT buses to go to and from work and area shopping. The crosswalk became operational in the spring of 2004.

Child Safety
The Association helps parents and guardians ensure the safety of their children through advice in the newsletter, links to child-safety experts, and other efforts. Click here for our Child Safety Page.

Neighborhood Watch
As part of Wesley Neighbors' ongoing public safety efforts, the Association participates in the Knoxville Police Department's Neighborhood Watch Program. Close working relations with the Police are maintained. Safety tips are provided to residents through the newsletter and e-mail network. Crime rates are remarkably low as a result.

Beautification
The Association is beautifying the entrance to its community with trees, shrubs, ground covers, and flowers, and it encourages property owners to beautify their properties. Click here for our Beautification Page.

Anti-Litter
Wesley Neighbors' Anti-Litter Team regularly keeps the area free of litter. Each member of our team keeps a designated area clean by picking up litter in that area on a regular basis. The difference is very noticeable.

Great American Cleanup
Every spring, Wesley Neighbors participates in Keep America Beautiful's annual Great American Cleanup. Volunteers meet on a designated date at a specified time and place then fan out to clean up litter that has built up over the winter. Volunteers also clean up the grounds of the West Knoxville Library and the West Hills Elementary School.

Fund Raising
Funds for beautification are being raised through the annual Daffodil Sale, yard sales, car washes, and donations. Anybody wishing to donate to our beautification fund should mail their check to the president at the address in our Officers' Section. Checks should be written to "Wesley Neighbors Community Association" with "Beautification Fund" written in the memo line.

Daffodil Sale
The Association raises funds for beautification through an annual Daffodil Sale in September and October. Daffodils are bought in wholesale quantities from Knoxville Green and sold at retail to residents and anybody else who wants to beautify their property. In addition to raising funds, the sale of these daffodils and other flowers will lead to a much more beautiful neighborhood overall as neighbors plant their flowers each year.

Surveys
Neighborhood opinions are surveyed each spring through a mail-back survey form included with the May newsletter. The form uses check-off boxes of typical concerns, likes and dislikes, as well as spaces for written comments. Results are reported in the newsletter after tabulation. We are the only community association in the area that surveys its residents regularly as far as we know.





COMMUNICATION

Wesley Neighbors makes great efforts to communicate with and reach out to its residents.

Newsletter
An informative newsletter is published every month. In addition to neighborhood news, the newsletter provides tips on safety, home maintenance, gardening, and other important topics. It also provides complete contact information.

The newsletter is hand delivered to all 350 homes in the neighborhood by dedicated volunteers and is mailed to more than 50 dignitaries such as mayors, city councilors, and other officials. If you live outside the Wesley area and would like to subscribe to our newsletter, please mail us $10 to cover annual printing and mailing costs. Write your check to "Wesley Neighbors Community Association" and write "newsletter subscription" in the memo line. Mail it to John Lamson at the address in our Officers section.

Electronic Mail
An e-mail network of almost 100 residents informs residents of late-breaking news and reminds them of upcoming meetings. Periodic updates from the Tennessee Department of Transpiration regarding its interstate improvements are forwarded through the network. Residents can report and receive information from the association via e-mail, too. To join our e-mail network, please use the E-Mail Request Form later in this page.

Wesley Neighbors believes that good working relations with other civic groups and government entities is crucial to the Association's success in achieving its mission.

MEMBERSHIPS

Wesley Neighbors Community Association offers three types of memberships to fit the various people who participate.

Basic Membership is awarded to any resident living within the Wesley Neighbors geographic area and paying dues. These members have full voting rights.

Associate Membership is awarded to any person or entity outside the Wesley Neighbors geographic area and wishing to support and participate in the association's activities. Associate members pay dues but are not granted voting rights.

Honorary Membership is awarded by the association to persons living outside the Wesley Neighbors geographic area. Honorary members are not required to pay dues and are not granted voting rights.

ASSOCIATION HISTORY

Wesley Neighbors Community Association was formed in the spring of 2001. Neighbors meeting at the request of the Knoxville Police Department in March 2001 agreed to form this association to focus on the community's particular needs such as traffic safety, pedestrian safety, and litter. There had already been a successful litter-cleanup the prior spring, and some residents were already working on traffic calming and sidewalks.

Neighbors agreed to seek professional startup advice from the Knoxville Police Department's Neighborhood Watch program and from the Center for Neighborhood Development. A steering committee drafted the bylaws based on professional guidance and nominated the officers. The bylaws were adopted and the officers were elected on May 1, 2001.

In the spring of 2002, Wesley Neighbors obtained a 501(c)4 nonprofit designation from the U.S. Internal Revenue Service. The 501(c)4 differs from the more familiar 501(c)3 in that it applies to groups with limited geographic representation and membership.

An official nonprofit incorporation charter was obtained from the State of Tennessee in the spring of 2003, making Wesley Neighbors a legally recognized community association.

Wesley Neighbors engaged the East Tennessee Community Design Center in January 2004 to help prove to the City of Knoxville that traffic calming is needed and wanted in the neighborhood.





ASSOCIATION BYLAWS

Wesley Neighbors' bylaws are based on a model provided by the Center for Neighborhood Development. They are available for downloading in the Acrobat Reader "PDF" format. ASSOCIATION FISCAL & LEADERSHIP YEAR

The Wesley Neighbors fiscal and leadership year starts May 1 and ends April 30. This means dues are due on May 1st and officers are elected on the first meeting in May. Dues paid before May 1 are applied to the previous year, and dues paid on or after May 1 are applied to the current year.





ANNUAL DUES

Dues are a reasonable $10 per year. Checks should be written to "Wesley Neighbors Community Association" with "dues" written in the memo line.

Any contributions in addition to the dues are greatly appreciated.
